Strategic Plan Goal:
This item aligns with Goal E, Invest in Infrastructure. By continuously replacing vehicles and equipment that have reached the end of their useful life, the City can continue to provide safe and reliable traffic sign maintenance and infrastructure services for the community.
Background:
On February 18, 2025, the City Council approved the purchase of fleet vehicles and equipment for Fiscal Year 2024/25 under Project JM25-041, which included one F-550 Sign Truck for the Traffic Control Division. The procurement included only the cab and chassis, with the understanding that additional outfitting would be required to meet operational needs.
Following delivery of the vehicle, Public Works Traffic Control staff, in coordination with the Fleet Division, began evaluating specialty vendors capable of manufacturing and installing a custom truck bed and specialized equipment necessary to complete the vehicle and place it into service.
Public Works and Fleet staff contacted multiple vendors regarding the custom truck bed configuration requirements. During the evaluation process, staff identified the need for a specialized hydraulic lift mounted on the passenger/right side of the vehicle to support Traffic Control operations and improve worker safety. While several vendors were capable of providing standard truck bed configurations, most proposed center-mounted lift configurations and were unwilling or unable to customize the truck bed in accordance with the City’s required specifications.
Based on discussions with vendors and Fleet staff, Precision Aerial Services Inc. was identified as the only vendor willing and capable of procuring, manufacturing, and installing the custom truck bed and specialized equipment in accordance with the City’s required specifications.
Discussion:
The Public Works Traffic Control Division utilizes the sign truck for the installation and maintenance of street signage throughout the City. The vehicle supports daily field operations including traffic sign installation, sign repairs, and traffic control activities necessary to maintain safe roadway conditions.
The new sign truck will replace Unit 81852, a 2000 GMC sign truck previously utilized by the Traffic Control Division. After approval of the replacement vehicle, the existing unit experienced major mechanical failure and now requires a new engine, making the vehicle no longer operational for City use.
The custom truck bed requires unique specifications tailored to the operational and safety needs of the Traffic Control Division, necessitating a fully customized design. The 4 7

proposed truck bed and specialized equipment will duplicate the specifications of the City’s current sign truck while incorporating the operational needs identified by staff. The proposed truck bed includes specialized storage compartments, integrated traffic safety lighting, air compressor systems, inverter systems, a manlift system, and other specialized equipment necessary for field operations. Photos of the City’s existing sign truck configuration are included as Attachment B for reference.
Additionally, staff determined the vehicle requires a hydraulic lift mounted on the passenger/right side of the vehicle to improve worker safety and reduce impacts to traffic flow during maintenance operations. Most vendors proposed standard center-mounted lift configurations that did not meet the operational needs identified by Public Works and Fleet staff.
Custom traffic maintenance truck bed manufacturing is a highly specialized field with limited vendors capable of meeting the City’s required specifications. Accordingly, pursuant to Victorville Municipal Code Section 2.28.100(b)(2), staff is requesting that the City Council deem this procurement a sole source purchase based on the specialized nature of the equipment and configuration requirements.
Although this purchase is for $124,704.85, the cumulative amount spent with this vendor during the current fiscal year, including this purchase, will surpass the City Manager’s signing authority of $125,000 for a cumulative amount of $176,788.18. Therefore, this item is being brought forth for the City Council’s consideration and approval.
Staff recommends that the City Council approve the sole source procurement and authorize Precision Aerial Services Inc. to procure, manufacture, and install one custom truck bed and specialized equipment in an amount not to exceed $124,704.85.
Staff is available for any questions the City Council may have.
