Strategic Plan Goal:
The requested budget amendment supports the City of Victorville Strategic Plan 2023- 2026, in relation to Goal A (Financial Sustainability) through adhering to disciplined fiscal management processes and best practices and Goal B (Public Safety), through the application of our City codes and regulations to support thriving, appealing and well maintained residential and commercial areas.
Background:
On June 3, 2025, the City Council approved the Fiscal Year 2025/2026 budget, which included expenses and anticipated revenues. The revenue projections are based on the expected department operations and expected user fee collection. The Code Compliance Department has collected revenues stemming from various offered Animal Services and Code Compliance services and compliance actions that have exceed the projected revenue allocation for Fiscal Year 2025/2026. In accordance with Generally Accepted Accounting Principles (GAAP), and following guidance from the City’s Finance Department, a budget amendment is required when actual revenues exceed the projected revenues during a fiscal year.
Discussion:
The Code Compliance Department consists of the Code Compliance and Animal Services Divisions. Both divisions respond to various public nuisances and provide services to our residents at a fee that adheres to the City’s User Fee Schedule, updated and adopted by the City Council on December 16, 2025, and effective as of January 1, 2026.
The revenues collected are related to the efforts put forward by City Compliance and Animal Control Officers to improve community appeal and respond to animal welfare concerns. The select revenues consist of:
Towed Vehicle Fee: Fees assessed to the vehicle registered owner to recover a towed vehicle.
Code Compliance Cost Recovery: Fees assessed to recover compliance expenses, assessed after the provided compliance period has passed. Code Compliance Administrative Fines: Fines issued for Victorville Municipal Code violations as specified by ordinance.
Animal License: Fees related to the licensing of vaccinated animals residing within the City of Victorville.
Animal Permit: Fees related to the licensing and inspection of animal related businesses, such as stationary and mobile pet groomers, veterinarians or pet shops.
Animal License Late Fee: Assessed fees for late animal licensing. Animal Services Cost Recovery: Fees assessed to recover Animal Services compliance expenses, assessed after the provided compliance period has passed. Animal Services Owner Turn-in Fee: Fees assessed to a pet owner seeking to relinquish, release, or surrender their pet to the Animal Services Division. 4 7

Animal Services Sterility Vouchers: Fees related to animal licensing of unaltered animals and support pet spay and neuter services.
Therefore, staff recommends that the City Council adopt Resolution No. 26-053, approving a budget amendment for Fiscal Year 2025/2026, updating the projected revenues for the Code Compliance Department.
Staff remains available for any questions the City Council may have.
