Subject:

General Services Provider Agreement with Quinn Company DBA Quinn Power Systems for Generator Screen Replacements at Highway 395 Booster Station and Well 140 Sites

Recommendation:

That the Honorable City Council, also sitting as the Victorville Water District Board of Directors and Southern California Logistics Airport Authority Board of Directors, approve the following:
(1) Ratify year-to-date expenses exceeding the City Manager’s authority in the amount of $24,881.25;
(2) Approve the General Services Provider Agreement, Project No. CFC26-140 in an amount not-to-exceed $17,294.32; and
(3) Approve an additional $7,713.67 for Quinn Company for FY 2025/2026.

Fiscal Impact:

Acting in accordance the staff recommendation will result in a fiscal impact of $17,294.32.

This project is budgeted under Water Fund 410. An additional appropriation is not required as there are sufficient funds available in the project budget to cover the planned expenses. Funds were budgeted under the following account code:

Account Number Account Description Amount Available
4100500 – 52220 Supply Equipment Expense $20,335.67

Strategic Plan Goal:

This item aligns with Goal E. Invest in Infrastructure. By replacing the digital screen on the generators and restoring full visibility and functionality, the District can continue to provide a healthy and livable community for all customers.

Background:

Highway 395 Booster Station and Well 140 are key components of the District’s groundwater production and distribution system. Each site contains a backup emergency generator that ensures water facilities remain operational during power outages. These generators rely on digital control screens that serve as the primary interface for staff to monitor generator conditions, view system alerts, and operate the equipment when needed.

The control screens at these locations were installed as part of the original generator equipment and have been in continuous service for several years. Over time, the screens have been exposed to harsh environmental conditions, including direct sunlight a nd extreme temperatures. This exposure has caused the digital displays to fade and deteriorate, making them increasingly difficult to read during routine testing and emergency situations.

Because these screens function as the generator dashboard s, displaying critical information such as operating status, load levels, and fault indicators, clear visibility is essential. The deteriorated condition of the screens limits staff’s ability to effectively operate the generators, which may impact the relia bility of backup power during utility outages.

Discussion:

Timely replacement of the digital control screens at the Highway 395 Booster Pump Station and Well 140 is necessary to ensure continued compliance with operational standards and to maintain reliable oversight of critical District infrastructure. Functional generator interfaces are required to support accurate recordkeeping, proper equipment verification, and adherence to established operational procedures. Without dependable display equipment, staff cannot consistently confirm generator readiness or validate system performance in accordance with District protocols.

In addition, maintaining fully operational components minimizes the likelihood of unplanned equipment disruptions and supports the District’s risk-management objectives.

Proactive replacement of deteriorated parts helps avoid potential system failures and ensures that essential facilities remain prepared to respond effectively during unanticipated power events.

Approval of this replacement will help safeguard the reliability of District operations, reduce exposure to operational uncertainties, and support the continued delivery of essential water services.

In accordance with Victorville Municipal Code (VMC) Section 2.28.090, two quotes were solicited for this project as only two vendors with the capability to furnish and install the digital generator controller screens could be identified . However, only one vendor provided a complete bid for both locations. The table below outlines the bids received:

Production Site Quinn Cat Collicut
Hwy 395 Booster Station $9,145.45
(8.75% tax rate)
$0
Well 1401 $8,148.87
(7.75% tax rate)
$4,873.52
(no tax included)
Total $17,294.32 $4,873.52
1Well 140 is located in Hesperia, CA. The unit is to be delivered and installed at the site; therefore, the sales tax rate is based on Hesperia's rate of 7.75%.

Although the proposed project totals only $17,294.32, cumulative expenditures with this vendor for the current fiscal year have exceeded the City Manager’s signing authority of $125,000. Citywide year -to-date spending, including the pending general service agreement and unratified purchases , total $192,286.33. This amount consists of a City Manager memorandum approved SCLA purchase of a Skid Steer Loader for $124,389.59 and a City Council approved purchase of a Skid Steer Cold Planer on April 21, 2026, for $25,721.17.

The ratification amount of $24, 881.25 includes purchases made across multiple departments, including Public Works –Fleet, Community Services, SCLA, and Water. A summary of the purchases requiring ratification is provided below:

Department Purchase Summary Amount
Public Works – Fleet Temperature & Pressure Sensor $680.46 Public Works – Fleet Patch Truck Service $5,662.53

SCLA Skid Steer Beacon $510.77
Water Boom Lift Rental – AMI project $2,342.63

TOTAL $24,881.25

Additionally, staff are seeking an additional $ 7,713.67 for any equipment services, parts purchases or equipment purchases through the end of FY25/26 , which will bring the cumulative total to $200,000 for this fiscal year . This amount will cover any pending or anticipated purchases made by Public Works – Fleet, Community Services, SCLA or Water.
