Subject:

Reduction of Securities for Tract Map No. 16677
Recommendation:

That the Honorable City Council approve the full release of the Water and Drainage Labor and Materials Securities for Tract Map No. 16677.

Fiscal Impact:

There is no fiscal impact as a result of this action.

Strategic Plan Goal:

This item aligns with Goal E: Invest in Infrastructure of the City of Victorville Strategic Plan 2023–2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects, as they are essential in meeting the community's needs.

Background:

Tract No. 16677 (hereinafter referred to as Tract 16677) is a subdivision of 215 single- family lots located at the northeast corner of Mesa View Drive and Dos Palmas Road. In 2005, Canterbury Hills LLC, as the developer of Tract 16677, recorded the map after entering into a Subdivision Agreement and posting securities for the required public improvements. Canterbury Hills, LLC began installing the required public improvements; however, due to the economic downturn of 2008, development came to a halt. At the regularly scheduled City Council meeting on July 19, 2022, the City entered into a Subdivision Improvement Agreement with Mojave HM, LLC (Pacific Communities). The conditions of approval for the tract required the developer to complete various infrastructure components, including water, drainage, sewer, street and monumentation improvements. The developer has since made significant progress in the development of the tract and at the regularly scheduled City Council meeting on January 20, 2026, the City Council accepted the water and drainage public improvements. 4 7

Discussion:

Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities were held for a 6-month period to allow subcontractors that have furnished labor, materials, and or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Water and Drainage Public Improvement Labor and Materials Securities due to the acceptance taking place at the January 20, 2026, regular City Council meeting and because no claims have been filed against the Labor and Materials Securities.

Staff is available for any questions Council may have.
