Subject:
Reduction of Securities for Tract Map No. 14933
Recommendation:
That the Honorable City Council approve the full release of the Street Labor and Materials Security for Tract Map No. 14933.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Strategic Plan Goal:
This item aligns with Goal E: Invest in Infrastructure of the City of Victorville Strategic Plan 2023–2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects, as they are essential in meeting the community's needs.
Background:
Tract Map No. 14933 (hereinafter referred to as Tract 14933) is a subdivision of 84 single- family lots located at the northwest corner of Pinos Verde Lane and Mesa Linda Avenue.
In 2006, Victor Investments, LLC, the original developer of Tract 14933, recorded the map after entering into a Subdivision Agreement and posting securities for the required public improvements. Victor Investments, LLC, began installing the required public improvements; however, due to the economic downturn of 2008, development came to a halt. At the regularly scheduled City Council meeting on November 16, 2021, the City entered into a Subdivision Improvement Agreement with Richmond American Homes of Maryland, Inc. (developer). The conditions of approval for the tract required the developer to complete various public infrastructure components, including water, drainage, sewer, street, and monumentation improvements. The developer has since made significant progress in the development of the tract and at the regular City Council meeting held on January 20, 2026, the City Council accepted the street public improvements. 4 8

Discussion:
Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials Securities were held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment, to file a claim for payment. Therefore, staff recommends the full release of the Street Public Improvement Labor and Materials Security due to the acceptance taking place at the January 20, 2026, regular City Council meeting and because no claims have been filed against the Labor and Materials security.
