accordance with Strategy 7, seeking funding to invest in efficient and effective police operations.

Background:

The Mojave Desert Air Quality Management District (MDAQMD) made grant funding available for the Carl Moyer Program Clean Air Fund for projects that aim to improve the quality of the air in the High Desert by funding local, cost-effective projects to implement zero-emission infrastructure. The City Manager authorized staff to apply for this funding in February 2026. Staff applied for grant funding in the amount of $39,999.95 for the cost of five (5) e-bikes and were approved for $40,000 in grant funding.

Discussion:

The creation of a Bicycle Enforcement Team for the City of Victorville is necessary due to its unique geographic and operational needs. The City encompasses expansive desert terrain, large undeveloped parcels, and an evolving mix of residential and commercial development that increasingly requires patrol access beyond what traditional vehicles can provide. The Multiple Enforcement Team (MET) has identified several areas of the City that experience high-density pedestrian activity influenced by concentrations of unhoused individuals, resulting in environments where access, visibility, and direct engagement become challenging under current patrol strategies. These conditions hinder effective policing and underscore the need for enhanced mobility and adaptability, which bicycle patrols provide. The Bicycle Enforcement Team would significantly enhance the Police Department’s ability to patrol these locations, improve response times in congested or off-road areas, and strengthen community-oriented policing efforts through increased officer approachability and presence. This capability directly supports the City’s broader public-safety objectives and aligns with best practices for modern, adaptable law enforcement operations.

The use of e-bikes, rather than traditional bicycles, would further enhance the team’s effectiveness by increasing officer range and endurance, improving response times, and enabling access to challenging terrain such as soft sand, steep inclines, alleys, and remote desert pathways. E-bikes also allow officers to carry additional equipment, maintain higher visibility, and remain operationally effective with reduced physical strain, thereby expanding the pool of officers eligible for assignment. Deputies assigned to the Bicycle Enforcement Team will be certified by a P.O.S.T. approved training venue.

Therefore, staff requests that the Honorable City Council adopt Resolution No. 26-069 accepting grant funds for the Carl Moyer Program Clean Air Fund and authorizing the City Manager or his designee to execute all grant documents, and adopt Resolution No. 26- 070 amending the annual budget for Fiscal Year 2026-2027.

Staff remains available for any questions or comments you may have.
