Meeting of: July 21, 2026
Submitted By:

Fredy Bonilla, City Engineer

Subject:

Release of the Labor and Materials Securities associated with a single-family residential home located at 12310 Beaver Avenue
Recommendation:

That the Honorable Board of Directors approve the full release of the Water Labor and Materials Security.

Fiscal Impact:

There is no fiscal impact as a result of this action.

Strategic Plan Goal:

This item aligns with “Goal E: Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the city applies the same strategy to private development projects as they are essential in meeting the community’s needs.

Background:

Case No. EWTR24-00456 involves a scattered single-family residential home located within the jurisdiction of San Bernardino County and the Victorville Water District (District) service area. The developer, Crew Construction, was required to install a 616-linear-foot water main extension on Marco Road to enable the District to provide domestic water service. As part of this public improvement the developer provided improvement bonds as security for the required water infrastructure. The developer has completed the improvements and at the regular scheduled City Council Meeting held on January 20, 2026, the Board of Directors accepted the completed water improvements.

Discussion:

Per Victorville Municipal Code Section 17.64.070(3), the Labor and Materials securities were held for a 6-month period to allow subcontractors that have furnished labor, 4 7

materials, and equipment, to file a claim for payment. Therefore, staff recommends the full release of the Water Public Improvement Labor and Materials Security due to the acceptance taking place at the January 20, 2026, regular City Council meeting and because no claims have been filed against the Labor and Materials security.

Staff is available for any questions Board may have.
