Notice of Completion - 2025 Citywide Street Improvements Project Recommendation:
That the Honorable City Council accept as complete and approve the Notice of Completion for the 2025 Citywide Street Improvements Project and authorize the City Manager to execute the Notice of Completion.
Fiscal Impact:
There is no fiscal impact associated with this item. Retention in the amount of five percent was withheld from each pay estimate during construction. Retention will be released after City Council approval and the recordation of the Notice of Completion. The retention account numbers, account descriptions, and amounts withheld are shown in the table below:

Strategic Plan Goal:
This project aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. The completed project will prolong the life of public streets, improve accessibility and safety on Ridgecrest Road, Roy Rogers Drive, Green Tree Boulevard, and Village Drive.
Background:
On August 19, 2025, the City Council awarded a construction contract to Vance Corp., in the amount of $4,950,661.32.
The Project included improvements at four locations, consisting of two roadway reconstruction projects, one pavement restriping project, and one sidewalk installation.
The project locations and limits of work are shown on the Vicinity Map (Attachment A) and summarized below:
1. Ridgecrest Road, from Bear Valley Road to Pahute Avenue – roadway reconstruction;
2. Roy Rogers Drive, from Amargosa Road to I-15 – roadway reconstruction;
3. Green Tree Boulevard, from Coad Road to Ridgecrest Road – pavement restriping; and
4. Village Drive, from Puesta Del Sol Drive to Tawney Ridge Lane – sidewalk installation.
Discussion:
The Project was completed satisfactorily at a final contract price of $4,671,728.12 approximately 5.63% below the original contract amount. The final inspection occurred on June 2, 2026, when the project was substantially completed. The one-year warranty on the improvements began on the date the work was accepted as substantially complete.
Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the City Council accept as complete and approve the Notice of Completion for the 2025 Citywide Street Improvements Project and authorize the City Manager to execute the Notice of Completion.
