Strategic Plan Goal:

This project aligns with Strategic Goal E. Invest in Infrastructure. These roof restorations will provide a long-term roofing solution to existing infrastructure ensuring staff safety and asset protection.

Background:

On March 3, 2026, the Board awarded a construction contract to FC and Sons Roofing, Inc., in the amount of $205,172.00 for the Water Department Roof Replacement for 4 8
5 1
Various Sites, Project No. MS26-075. The contract provided for roof restorations and replacement at six Water Department facilities:
Camelback Well
Burning Tree Well
White Road Booster Station
Highway 395 Booster Station
La Mesa Water Treatment Plant
D2 - 6th Street Warehouse
These facilities were identified through a multi-department assessment conducted in 2024, which found numerous roofs that had reached or exceeded their useful life, exhibited leaks and structural deterioration, and posed potential safety risks. Funding for the project was appropriated in the FY 25/26 Water Fund budget as part of the District’s ongoing phased roof rehabilitation program and consistent with the Strategic Plan Goal “E – Invest in Infrastructure.”
Discussion:

Construction activities have now been completed in accordance with the contract documents, approved WeatherWeld roofing system specifications, and all applicable public works project requirements. The contractor performed all required work, including removal of failing roof materials, repair and replacement of damaged plywood decking, installation of new flashing and coping, skylight/hatch replacements, roof drainage improvements, and application of the seamless WeatherWeld reinforced membrane system.

District staff performed routine inspections throughout construction and completed a final inspection upon conclusion of the work. All punch-list items have been addressed, and staff verified the improvements are complete and satisfactory.

Per California Public Contract Code §7107(c), retention in the amount of five percent (5%) was withheld from each pay estimate during construction and may be released following recordation of the NOC, provided no claims or liens are outstanding.

Staff recommends that the Board accept the Water Department Roof Replacement for Various Sites, Project No. MS26-075, as complete, approve the NOC, and authorize the City Manager to execute and record the NOC with the San Bernardino County Recorder’s Office.

Staff is available for questions.
