Strategic Plan Goal:
This item aligns with Strategic Plan Goal B, Public Safety. The City focuses on implementing public safety strategies to support a thriving and growing community.
Background:
The Victorville Police Department, operated by the San Bernardino County Sheriff’s Department (SBCSD) under contract with the City of Victorville, is responsible for providing comprehensive law enforcement services to the community. These services include patrol operations, criminal investigations, traffic enforcement, crime prevention, emergency response, community outreach, and specialized public safety initiatives.
The 2025-2026 Police Department Annual Report encompasses the period of July 1, 2025, through June 30, 2026, and serves as a record of the Department’s efforts to enhance public safety, reduce crime, strengthen community partnerships, and improve organizational effectiveness.
Discussion:
The Police Department, supported by the City Council, has prioritized technological improvements to proactively reduce crime in the City of Victorville. The need for innovative technologies to assist police operations was identified as part of the City’s 4 8
5 5
2023-2026 Strategic Plan to support our growing community. Over the last several years, the City has invested in technologies such as Automatic License Plate Reader (ALPR) cameras, ShotSpotter Gunshot Detection Technology, Drones as First Responder (DFR), and more.
In addition to the City’s technological investments, the Police Department is continually exploring other proactive methods of reducing crime. To support these initiatives, the Police Department has expanded its outreach methods through community events, utilizing specialized enforcement teams, such as the Victorville City Gang Impact Team (VCGIT), Multiple Enforcement Team (MET), and two K-9 units, certified in firearm and narcotics recovery.
Throughout Fiscal Year 2025-2026, the Victorville Police Station remained focused on proactively addressing crime, enhancing traffic safety, supporting victims of crime, and strengthening partnerships with the community. Personnel continued to implement evidence-based policing strategies, intelligence-led enforcement efforts, and collaborative initiatives designed to improve neighborhood safety while maintaining a high level of customer service and professionalism.
In addition to the traditional law enforcement responsibilities, department personnel participated in 47 different community events this fiscal year, including educational outreach, crime prevention initiatives, and collaborative events aimed at fostering positive relationships between law enforcement and the community. These efforts reinforce the Department’s commitment to transparency, accountability, and building public trust.
The Police Department Annual Report identifies significant accomplishments and notable trends observed during the fiscal year, providing context for operational decisions and resource deployment. By evaluating performance data alongside community engagement efforts and enforcement outcomes, this report serves as a valuable tool for assessing the effectiveness of current public safety strategies, identifying emerging issues, and establishing priorities for future law enforcement operations and resource planning.
Therefore, staff recommends that the Honorable City Council review and file the attached Fiscal Year 2025-2026 Police Department Annual Report.
