Subject:

Budget amendment and approval of an agreement with David Evans and Associates Inc. for the design of a traffic signal on Ridgecrest Road at Bluff Crest Street and Vista Point Drive
Recommendation:

That the Honorable City Council:
(1) Adopt Resolution No. 26-074 to amend the Fiscal Year 2026/2027 Budget appropriating additional revenues and expenditures of $695,264 from San Bernardino County;
(2) Approve a Consultant/Professional Services Provider Agreement with David Evans and Associates, Inc., in an amount not to exceed $94,392 for the Design of a Traffic Signal at Ridgecrest Road at Bluff Crest Street and Vista Point Drive Project; and (3) Authorize the City Engineer to submit reimbursement claims to the San Bernardino County for the proportionate share of project costs incurred for the design and construction of the Ridgecrest Road at Bluff Crest Street and Vista Point Drive traffic signal project.

Fiscal Impact:

The recommended action to adopt the resolution will appropriate an additional $695,264 in revenue and authorize $695,264 in expenditures for the San Bernardino County’s (SB County) 50-percent share of the total estimated project cost of $1,390,528 for the preparation of plans, specifications, engineering, and construction of the traffic signal.

Resolution No. 26-074 (Attachment A) amends the FY 2026/27 Budget to reflect additional revenues and expenditures associated with the Street Lighting (Fund 200), Measure I (Fund 250) and Road DIF (Fund 352) accounts established for the project in the approved budget.

The recommended action to approve the Consultant/Professional Services Provider Agreement will result in a fiscal impact of $94,392. The City Council approved the FY 4 8

2026/27 Budget which included the City’s 50-percent share of cost for the Ridgecrest Road/Bluff Crest Street and Vista Point Drive Traffic Signal Capital Improvement Project that totals $696,000. The consultant agreement will be funded by the Street Lighting, Measure I, and Road DIF project budget accounts. Table A below lists the account numbers, funds, additional appropriation, additional expenditures, current FY 2026/27 budget, and total budget available for this project:

Totals: $695,264 $695,264 $696,000 $1,391,266 Strategic Plan Goal:

This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Amending the budget will provide the additional revenue to share the project expenditures. Furthermore, entering into an agreement with David Evans and Associates, Inc. will provide plans, specifications, and design of the traffic signal for construction which will help increase vehicular and pedestrian safety in the project area.

Background:

In April of 2025, SB County’s Department of Public Works contacted and notified the City’s Engineering Department of SB County’s initiation of an investigation for the potential installation of a signalized intersection on Ridgecrest Road. The investigation focused on the offset intersections of Ridgecrest Road with Vista Point Drive and Bluff Crest Street. Following the investigation, SB County Traffic Engineering Staff informed City staff that the collected traffic data supported the installation of a traffic signal, based on the traffic signal warrant analysis. SB County requested the City’s input and participation in the project, as the centerline of Ridgecrest Road at the offset intersection 4 8

serves as the boundary between the two agencies, effectively splitting the project area in half. The attached Vicinity Map (Attachment B) depicts the location of the proposed project.

On January 20, 2026, the Council approved a Cooperative Agreement with SB County to jointly install and share the cost of developing the plans, specifications, engineering, and construction of the traffic signal. The Council further authorized the City Manager and City Attorney to make non-substantive revisions to the Cooperative Agreement as deemed necessary.

Discussion:

Following the City Council approval of the Cooperative Agreement between the City and SB County in January of 2026, a Request for Proposals (RFP) was issued using procedures in accordance with Victorville Municipal Code §2.28.280 to obtain the services of a consultant for the preparation of plans, specifications, and engineering of the new traffic signal. The RFP was advertised on April 23, 2026, and several consulting firms were notified. On May 28, 2026, seven civil engineering consultants submitted proposals which included a scope of services, cost proposal, and fee schedule. Each proposal was reviewed and scored by Engineering Department staff and SB County members, in accordance with the criteria set forth in the RFP. The evaluation of the proposals was based upon the consultant’s qualifications, work plan and staff resources. From the evaluation of the seven proposals received, the evaluators determined that David Evans and Associates, Inc., was the most qualified consultant to provide the service required based upon the average of the scores. The final ranking of the proposals received can be found in Attachment C.

The Engineering Department currently holds two agreements with David Evans and Associates, Inc., for on-call sewer engineering services and for design services for the SCLA Reclaimed Water Reservoir II Project.

The approved FY 2026/27 Budget introduced this project for approval and proposed the City’s share of the estimated cost to fund the work. The approved budget did not include the revenues and expenditures of SB County’s proportionate share of the project cost.

The proposed budget amendment will enable the City to submit reimbursement claims to receive the SB County share of cost for funding the project. Claims submitted will be for documented expenditures incurred by City staff managing the project, consultant fees, and construction contract expenditures.

Staff recommends that the Honorable City Council adopt Resolution No. 26-074 to amend the Fiscal Year 2026/2027 Budget appropriating an additional $695,264 in revenue and expenditures from SB County, approve a Consultant/Professional Services Provider Agreement with David Evans and Associates, Inc., in an amount not to exceed $94,392 for preparation of plans and specifications for the construction of the Traffic Signal at Ridgecrest Road at Bluff Crest Street and Vista Point Drive Project and authorize the City Engineer to submit reimbursement claims to SB County for the proportionate share of costs to complete the project.
