Strategic Plan Goal:
This service agreement aligns with the City of Victorville’s 2024–2026 Strategic Plan by supporting Goal B: Public Safety. The use of mobile solar powered security cameras to address illegal dumping, animal abandonment and protect City facilities will reduce blight throughout the City, improve community appeal and protect various City assets.
Background:
The City of Victorville consists of 74 square miles of which large portions of land consist of open undeveloped desert areas with limited electrical or communications infrastructure.
The geographical size of the City and lack of related communications infrastructure creates challenges for City staff to address various community concerns such as illegal dumping throughout all areas of the City. Traditionally, Code Compliance Staff would patrol open desert area for illegal dumping, note the location to gauge the frequency of illegal dumping and coordinate the area for clearance. Although this approach provides officers the opportunity to look through the dumped waste to identify the responsible person, the City’s large open areas without supporting electrical or communications infrastructure limited the City’s ability to use security equipment to help expand the monitoring of large open areas.
Additionally, the City maintains various types of infrastructure equipment such as water pump stations and City facilities such as equipment support facilities that are located in isolated areas and are often exposed to vandalism. These areas often lack electrical or communications infrastructure needed to establish an on-site robust security monitoring system.
In some instances, select City facilities such as the City’s Animal Care and Adoption Center or the new City Library, experience unfortunate acts such as animal abandonment or vandalism in areas that are hidden from onsite security system view and require a deployable security monitoring system solution strategically placed in areas where these acts frequently occur until the onsite security system can be expanded with additional cameras.
As a result, the City Code Compliance Department began searching for available security technology focusing on mobile and wireless security services and identified Liveview Technologies Inc. (LVT) as a viable solution to most of these challenges. LVT systems met our need to find an easily deployable, self-powered and wireless data connection security system that could be used in various applications and remote locations.
Discussion:
In July 2024, the City’s Code Compliance Department tested four mobile security systems from LVT. LVT security systems are solar powered security camera systems, mounted 4 8

on a towable trailer that transmit live video over a cellular signal. LVT systems are commonly found in shopping center parking lots distinguishable by system features such as blue flashing light, solar panels and customizable pre-recorded audible deterrent messages.
The tested LVT systems were placed in various city locations including the Animal Care and Adoption Center, Hook Park as part of the City’s fireworks compliance effort, Old town areas to address vagrancy issues and open desert areas on the western part of the City to address illegal dumping.
LVT systems are supported by a mobile software application that allows users to access systems immediately or be alerted of certain activities activated by preprogrammed motion captures by the LVT pan, tilt and zoom cameras. In addition to the bright blue strobing light and solar powered features, LVT systems can be programmed to transmit pre-recorded audible messages, classical music or can be remotely connected by authorized City staff to interact with a subject within view in real-time.
At the conclusion of the test run, Code Compliance found that the systems were a significant deterrence to the various activities the systems were intended to address. At Hook Park, fireworks activity before and on the July 4th holiday was substantially reduced through direct engagement with person found using fireworks. The systems used at locations to mitigate vagrancy and illegal dumping demonstrated a reduction in vagrancy activities and mitigated illegal dumping activity. Animal Services used the system to investigate a number of instances where an animal had been abandoned at the animal shelter overnight and with support from the Police Department has been successful in prosecution of most animal abandonment incidents.
In December 2024, the City Manager approved a contract with LVT for the initial use of 4 LVT systems later expanding to 5 systems in Fiscal Year 2025/2026. City Departments such as Public Works, Water and Community Services began using LVT systems to monitor select City facilities to reduce vandalism. Notably, the Community Services Department used their LVT system during the construction of the new City Library to address concerns with theft of materials.
The proposed one-year service agreement includes the use of 6 total LVT systems. The 6th unit will feature advanced technologies such as the use of artificial intelligence to assist and expedite investigations relating to illegal dumping, animal abandonment or infrastructure vandalism investigations. Other key security feature is the use of a bright spotlight activated when a person enters a restricted or monitored area. Data is stored for one year and is accessed only by City staff within departments utilizing these mobile security systems. The LVT units will be utilized by the following Departments:

This contract is being awarded pursuant to Victorville Municipal Code Section
2.28.050(17) as a sole source purchase. LVT provided a Sole Source letter certifying that the software, hardware components and AI integration are exclusive to LVT and are unique proprietary technologies that are protected by various patents registered with the United States Patent and Trademark Office (U.S. Patent Numbers as listed in the sole source letter dated February 12, 2024).
Integrating LVT into our City operations represents a strategic opportunity for the City to use technology to reduce illegal dumping, address increasing concerns related to the use of off-road vehicles in open areas, protect critical City infrastructure and improve security at certain City facilities. The use of LVT systems aligns with the City’s ongoing efforts to leverage technology to improve community safety and improve operational efficiency.
As this contract exceeds the City Manager’s purchasing authority, Staff respectfully requests that the Honorable City Council approve Contract JRC27-022 with Liveview Technologies, Inc. in accordance with VMC Section 2.28.100(a)(6).
Staff remains available for any questions you may have.
