Meeting of: August 18, 2026
Submitted By:
Fredy Bonilla, City Engineer
Subject:
Approval of Agreements with Two (2) Consultants for On-Call Right-of-Way Services Recommendation:
That the Honorable City Council approve a Consultant/Professional Services Provider Agreements with two (2) qualified consultants: 1) Dokken Engineering, Inc., and 2) Paragon Partners Consultants, Inc., in an amount not to exceed $50,000 per agreement for on-call Right-of-Way consulting services.
Fiscal Impact:
This action may result in a fiscal impact totaling $100,000 per fiscal year contingent upon the level and extent of services required for budgeted infrastructure capital improvement projects. The services provided will be on an as-needed basis, and budgeted with each capital improvement project. The compensation for services potentially to be provided by each consultant will be for an amount not to exceed $50,000 per year. A total aggregate contract amount of $200,000 per consultant may be expended over a four-year period if the City extends each agreement by the three (3) allowable one-year extensions.
Strategic Plan Goal:
This item aligns with “Goal E Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026 by providing professional services for the acquisition of public Right-of- Way or easements for infrastructure improvement projects.
Background:
The Engineering Department issued a Request for Qualifications (RFQ) to obtain the services from qualified firms to provide on-call Right-of-Way support for local, state, and federally funded capital improvement infrastructure projects. The services may include, but are not limited to the issuance of initial notices to property owners, acquiring real property rights or temporary construction easements for public infrastructure improvements, consultations, coordination, easement processing, appraisals and offers, 4 7

relocation assistance, and other Right-of-Way activities necessary to facilitate timely project delivery. Due to fluctuating workload demands, the City does not maintain in- house staff for these specialized services.
The majority of assignments will support capital improvement projects managed by the Engineering Department. The agreements may additionally be utilized by other City departments requiring professional Right-of-Way services as an on-call alternative to the issuance of a project-specific request for qualifications.
Depending on the City's workload, consultants may be assigned work on an as-needed basis during the term of the agreements. Selection for the on-call list does not guarantee a minimum amount of work or compensation. For each assignment, the City will issue a scope of work and request a fee proposal, which will be reviewed and authorized through a project-specific Work Order in accordance with the agreements. Work may consist of discrete, short-term assignments or support for larger capital improvement projects spanning several weeks or months. Consultant costs will be budgeted and funded by the capital improvement program projects approved by the City Council.
Discussion:
The RFQ was issued on May 12, 2026 using procedures in accordance with Municipal Code §2.28.280, Right-of-Way consulting companies were notified of the advertisement.
On June 4, 2026, two (2) companies submitted their Statements of Qualifications (SOQs).
Both submittals were evaluated by a selection committee of City staff using the evaluation criteria identified in the RFQ, including experience, project team and key personnel qualifications, capacity and responsiveness, along with references and past performance.
Based on the evaluation, staff determined that Dokken Engineering, Inc. and Paragon Partners Consultants, Inc. are qualified to provide the required on-call Right-of-Way services.
The Engineering Department currently manages an agreement with Dokken Engineering, Inc., for Right-of-Way acquisition and appraisal services specifically for the Santa Fe Wash Sewer Realignment Project. This agreement cannot be utilized by Engineering or other City departments for other capital improvement projects.
Staff recommends that the City Council approve Consultant/Professional Services Provider Agreements with two (2) qualified consultants: 1) Dokken Engineering, Inc., and 2) Paragon Partners Consultants, Inc., in an amount not to exceed $50,000 per agreement for on-call Right-of-Way services over an initial term of one (1) year with the option for City staff to extend the agreement for three (3) additional one-year terms.
Staff is available for any questions Council may have.
