Fredy Bonilla, City Engineer

Subject:

Reduction of Securities for Tract Map No. 20560
Recommendation:

That the Honorable City Council approve the full release of the Water, Drainage, Street, and Traffic Signal Public Improvement Labor and Materials Securities for Tract Map No. 20560.

Fiscal Impact:

There is no fiscal impact as a result of this action.

Strategic Plan Goal:

This item aligns with Goal E: Invest in Infrastructure of the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects, as they are essential in meeting the community’s needs.

Background:

Tract Map No. 20560 is a commercial tract map for the Victorville Connection, located on the north side of Bear Valley Road between Second Avenue and Third Avenue. The project proposes a mixed-use development consisting of 376 multifamily residential units and approximately 230,632 square feet of commercial space. The commercial component will accommodate a variety of uses, including retail, restaurant, office, and storage facilities.

On April 4, 2022, the City Council approved a Subdivision Improvement Agreement (SIA), secured by both improvement bonds and cash securities with Bear Valley Development Company, LLC., and Bear Valley Road and 2 nd Avenue, LLC, for project development.

The conditions of approval for the tract required the developer to complete several infrastructure components, including water, drainage, street, traffic signal, and 4 8

monumentation improvements. The developer has made significant progress, and at the regularly scheduled City Council meeting on February 17, 2026, the City Council accepted the water, drainage, street, and traffic signal improvements.

Discussion:

Per Victorville Municipal Code Section 17.64.070 (3), the Labor and Materials Securities were held for a 6-month period to allow subcontractors that have furnished labor, materials, or equipment to file a claim for payment.

Therefore, staff recommends the full release of the Water, Drainage, Street, and Traffic Signal Public Improvement Labor and Materials Securities due to the acceptance taking place at the February 17, 2026, regular City Council meeting and because no claims have been filed against the Labor and Materials Securities.

Staff is available for any questions Council may have.
