Subject:
Reduction of Securities for Tract Map No. 20274
Recommendation:
That the Honorable City Council:
(1) Approve an additional 20-percent release of the Street Faithful Performance Security for Tract Map No. 20274; and
(2) Accept the completed street public improvements.
Fiscal Impact:
There is no fiscal impact resulting from this action.
Strategic Plan Goal:
This item aligns with “Goal E - Invest in Infrastructure” in the City of Victorville Strategic Plan 2023-2026. Although this is not a Capital Improvement Project, the City applies the same strategy to private development projects, as they are essential in meeting the community’s needs.
Background:
Tract Map No. 20274 (hereinafter referred to as Tract 20274) is a subdivision of 168 single-family lots located north of Eucalyptus Road, east of Amethyst Road, south of Sycamore Street, and west of Amargosa Road. On September 15, 2020, the developer KB Home Greater Los Angeles, Inc. (KB Homes), entered into a Subdivision Improvement Agreement (SIA). The conditions of approval for the tract required the developer to complete several infrastructure components, including water, drainage, sewer, street, Landscaping Maintenance Assessment District (LMAD), and monumentation improvements. The developer has made significant progress in the development of the tract and at the regularly scheduled City Council meeting held on November 18, 2025, City Council accepted the water, drainage, and sewer public improvements. 4 8

Discussion:
The developer has completed the street public improvements for Tract 20274. Therefore, staff recommends that the City Council approve an additional 20-percent reduction of the Street Faithful Performance Security, in accordance with Victorville Municipal Code (VMC) Section 17.64.070(1), and accept the completed street public improvements. The remaining 20-percent of the Faithful Performance Securities will be held for the one-year warranty period, as stipulated in VMC Section 17.64.070(4).
Staff is available for any questions Council may have.
