Background:

Since 2003, the City has received grant funding from CalRecycle to regulate businesses that generate or haul waste tires and to deter illegal tire disposal. Resolution No. 23-081 authorizes the City Manager, or their designee, to submit the application and execute all related documents for the Waste Tire Enforcement Grant (Attachment B).

Discussion:

A grant application for the Waste Tire Enforcement Grant was submitted to CalRecycle on 11/03/2025. CalRecycle approved the City’s request and awarded $53,250.00 in grant funds on 02/06/2026. These funds will support the City’s efforts related to waste tire generator inspections, patrols, officer training, and the purchase of necessary field equipment.

The City Manager authorized acceptance of the grant pursuant to Victorville Municipal Code Section 2.28.060(e)(10), which permits acceptance of grant agreements expected to generate revenue of $125,000 or less. However, a budget amendment is required to formally appropriate the grant revenue and associated expenditures. The Grant Agreement (Attachment C) was executed on 02/19/2026.

Staff recommends that the City Council adopt Resolution No. 26-064, approving a budget amendment for Fiscal Year 2026/2027 to appropriate $53,250.00 in revenue and expenditures related to the Waste Tire Enforcement Grant as awarded by CalRecycle.

Staff is available to respond to any questions from the City Council.
