Notice of Completion – New Library Renovation and Expansion Project, Project No.

Recommendation:
That the Honorable City Council:
(1) Accept as complete and approve the Notice of Completion for the New Library Renovation and Expansion Project, Project No. JM24-051; (2) Authorize the City Manager to execute and file the Notice of Completion; and (3) Authorize the release of retained funds in accordance with the construction contract and applicable provisions following project acceptance and administrative closeout.
Fiscal Impact:
There is no additional fiscal impact associated with this action.
The New Library Renovation and Expansion Project, Project No. JM24-051, has a final construction cost of $9,729,255.78, as reflected in the amended contract amount. The construction cost was funded through a combination of grant funding from the State of California, Building Forward, Library Infrastructure Grant, and Measure P funds, and was allocated between the following general ledger accounts:
• Grant Funding (GL 2706030-55070-21379): $7,493,703.64 • Measure P Funding (GL 1056030-55060-80075): $2,235,552.14 In accordance with the construction agreement, retention in the amount of five percent (5%) was withheld from progress payments. The total retention amount to be released is $486,462.79, allocated proportionally as follows:
• Grant-Funded Retention: $374,685.18
• Measure P-Funded Retention: $111,777.61

Release of retained funds will occur following recordation of the Notice of Completion and completion of administrative closeout.
Strategic Plan Goal:
This item aligns with Strategic Plan Goal E, Strategy 2: This project supports the City's commitment to investing in and maintaining public infrastructure by renovating and expanding the City library, improving community facilities, and enhancing the delivery of public services.
Background:
The New Library Renovation and Expansion Project, Project No. JM24-051, was initiated to support the development of an updated and expanded public library facility for the City of Victorville. The project was designed to enhance the functionality, accessibility, and overall usability of the space while accommodating the community’s growing need for library services.
The project included building renovations and expansion improvements, along with associated site upgrades, to modernize the facility and improve service delivery for residents.
Discussion:
On March 5, 2024, the City Council awarded a construction contract to Monet Construction, Inc. for the New Library Renovation and Expansion Project, Project No.
JM24-051.
On July 30, 2026, a final inspection was conducted. All work was found to be completed in accordance with the approved plans, specifications, contract requirements and to the satisfaction of City staff. Exterior signage was separately contracted by the City and is expected to be completed by early September.
Therefore, staff recommends that the City Council accept the completed project and authorize the City Manager to execute and record the Notice of Completion (Attachment A). Following project acceptance, the City may proceed with release of retained funds in accordance with the construction contract and administrative closeout.
