Pavement Management Program
The Pavement Management Program is a system developed to:
• Collect and analyze the overall condition of the City’s pavement network • Develop projects
• Provide a decision support tool
• Find cost-effective treatments to meet desired pavement condition levels • Manage projects within imposed budget constraints
• Report to decision makers (City Council) network:
- Conditions
- Current needs
- Projected future costs
-W o r k P l a n s
- Results of work done
Pavement Management Report (PMR)
x Is a pavement network analysis that:
- Identifies overall pavement condition of the roadway network - Identifies current roads needing work
- Estimates network level cos ts base on suggested treatment type - Updates the condition of str eet segment every 5 years, Zone A (2022), Zone B (2023), and Zone C (2024)
x Prepared by consultant since 2005

x The PCI is a numerical rating resulting from a
pavement condition inspection that identifies &
represents the severity of surface distresses.
x The PCI is a scaled rating from 0 to 100
x Surface distresses identified in PCI include:
- Fatigue cracking (heavy loading):
oAlligator cracking
oRutting & depression
oPotholes
- Age-related cracking:
oBlock cracking
oLongitudinal and transverse cracking
oPatching & utility cuts
oRaveling
oWeathering

1. City street network is broken down into street segments

2. Pavement in each segment is visually inspected

3. Surface distresses (e.g. cracks and potholes) are identified

4. Severities for distresses (low, medium, or high) are identified

5. Quantity for each type of distress is estimated

6. Distress type and quantity are input into MicroPAVER software

7. Report is generated with PCI for each street segment Method Used to Estimate PCI

x Preliminary treatment method identified in PMR by PCI rating x Three treatment methods with subcategories considered:
1) Reconstruction – complete removal and replacement of the road pavement sections 2) Rehabilitation – grind of existing AC pavement and overlay of new AC on old pavement 3) Preservation:
- Slurry seal - coating of asphalt emulsion and small aggregate (sand) - Microsurfacing – similar to slurry seal with chemical additives such as polymer x Actual treatment method is selected during project design phase x Methods are selected based upon street type, condition, and available budget PCI Range Condition Treatment Method Extended Life

Pavement Network Treatment Method Decision Tree

Pavement projects are prioritized by street type and information pulled from the PMR Arterial & Collector Roads (2-7 lanes)
x All treatment methods considered
x Benefit/Cost (B/C) Formula used to prioritize arterial and collector roads projects x Benefit is divided by project cost to calculate a B/C number x The higher the B/C number, the higher the priority and benefit to the City x Benefit factors
- Traffic Volume (how many cars use the road daily, largest benefit factor) - Improvement in PCI
- Extended Life of Pavement
- Length of Project
x Currently $7.7 million Measure I and SB1 budgeted for FY 26/27 Local Roads
(2-lanes)
x Pavement Preservation methods only used on local streets x Slurry seal / microsurfacing projects identified by PCI rating x Project is typically in a geographic area or neighborhood x Currently $1.0 million budgeted for FY 26/27

Future Outlook
Example: Roy Rogers R from Civic Dr to Amargosa Rd
• SBCTA will place a measure on the November 2026 ballot to extend Measure I beyond 2040 without a sunset clause. SBCTA proposes to keep the Measure I sales tax rate at 0.5%
• Measure I revenue is steady
• SB-1 revenues are rising
• Newly formed City CFD does not address existing demand for services • Victorville needs an additional revenue source for pavement rehabilitation projects that could include the reconsideration of a Transaction And Use Tax ballot measure in 2028
