Award of Construction Contract, Approval of Consultant/Professional Services Provider Agreement, and Approval of Victorville Municipal Utility Services (VMUS) Electrical Service Line Extension Installation for the 1MG SCLA Reclaimed Water Reservoir 2 Project
Recommendation:

That the Honorable Victorville Water District Board of Directors (Board):
(1) Adopt Resolution No. VWD 26-014 to amend the Fiscal Year 2026/2027 budget to reflect an additional appropriation of $6,071,908.53; (2) Award a construction contract to Pacific Hydro Tech Corporation in the amount of $9,911,740 for the 1MG SCLA Reclaimed Water Reservoir 2 Project; (3) Approve Consultant/Professional Services Provider Agreement with David Evans and Associates, Inc., in the amount of $82,039.00; and
(4) Approve Victorville Municipal Utility Services Electrical Service Line Extension Installation in the amount of $242,592.20.

Fiscal Impact:

This action will result in a fiscal impact of $10,486,371.20. The project is being funded by Fund 413 (Water Resources) and Fund 414 (Water Capacity). The current budget has a funding shortfall of $6,071,908.53. Approval of the construction contract, consultant professional services agreement, and the VMUS electrical service line will require an additional appropriation of $6,071,908.53. The additional appropriation request includes $250,000 for materials testing, like geotechnical compaction testing and deputy inspection for the pre-cast concrete construction. The budget account numbers, account descriptions, amounts available, additional appropriations, and revised appropriations are shown in Table 1 below:

Strategic Plan Goal:

This item aligns with Goal E “Invest in infrastructure” in the City of Victorville Strategic Plan 2023-2026 as the project is listed as Strategy 5 “Complete design and begin construction of the new recycled water reservoir to enhance water resources.” The new reservoir will improve reclaimed water quality, reduce evaporation losses, and restore the City’s operational storage capacity. Additionally, the project will enable the Victorville Water District to provide reclaimed water to Schmidt Park and nearby ballfields, while also supporting firefighting, irrigation, dust control, and construction activities throughout the Southern California Logistics Airport (SCLA).

Background:

On September 1, 2020, the Board of Directors adopted Resolution No. VWD20-094 approving the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Program for the One Million Gallon Reclaimed Water Reservoir Project.

On December 7, 2021, the Board of Directors approved a Professional Services Agreement with David Evans and Associates, Inc. (DEA) in the amount of $308,840 for the design of a 1 million gallon (MG) reclaimed water reservoir at a site within SCLA, east of Westwinds Road and south of Montana Street (APN 0459-211-16).

The project consists of the construction of a 1MG enclosed prestressed concrete reclaimed water reservoir and a new pump station equipped with three 50-hp pumps and associated mechanical, electrical, instrumentation, and control systems, along with other associated on-site improvements. The new reservoir will be maintenance-friendly as concrete reservoirs require less routine work such as maintenance inspections, sealing, and cleaning whereas metal tanks require maintenance inspections, rust control, coating care, liner care, sediment control, and corrosion and cathodic protection. The site plan and section view of the reservoir is provided in Attachment F.

The new reservoir will replace the existing 600,000-gallon in-ground, rubber-lined pond used for the storage of reclaimed water from Victor Valley Wastewater Reclamation Authority (VVWRA). Since the existing pond is open to the atmosphere, it is susceptible to algae growth and debris accumulation, making it difficult to maintain water quality. The pond also experiences significant evaporation losses due to the environment. Given these operational challenges, the pond is currently not in use, resulting in a loss of reclaimed water storage capacity for the City.

The new reservoir is expected to significantly improve reclaimed water quality, reduce evaporation losses, restore the operational storage capacity lost due to the discontinued use of the existing pond, and provide additional storage capacity needed to accommodate future reclaimed water demands associated with the significant ongoing industrial development within SCLA.

The original agreement with DEA commenced on January 7, 2022, with a three-year term, expiring on December 16, 2024, with an option to extend the agreement for one additional year. Following expiration of the initial term, the agreement continued on a month-to- month basis. Amendment No. 1 was approved on February 10, 2025, extending the agreement through January 5, 2026.

Following the expiration of Amendment No. 1 on January 5, 2026, DEA continued to provide services on a month-to-month basis. As the project progressed toward the bidding and construction phases, the City requested a proposal from DEA for a new agreement to provide continued engineering support through project completion.

The proposed scope of services in the professional services agreement includes bid support services, such as responding to bidder questions, preparing an addendum, and providing conformed plans and specifications, as well as engineering support during construction. Construction support services include responding to contractor Requests for Information (RFIs), reviewing submittals, shop drawings and change orders, attending construction meetings, conducting site visits as needed, reviewing operation and maintenance manuals, and preparing final record drawings.

On May 13, 2026, the City received a proposal from DEA in the amount of $82,039 for bidding and construction support services. The proposed Consultant/Professional Services Provider Agreement is included as (Attachment D).

Discussion:

As part of the City’s long-term plan to gradually reduce reliance on Southern California Edison (SCE) within the SCLA area and transition electrical service to Victorville Municipal Utility Services (VMUS), VMUS will provide electrical service to the new reclaimed water reservoir and pump station.

VMUS will design and install a new electrical service line extension from its existing distribution system near the intersection of Innovation Way and Nevada Street to the project site. The work will include the necessary electrical infrastructure, including conduit, cable, switches, transformers, metering equipment, and associated facilities. The service extension will also require demolition of two abandoned housing structures and grading for a new utility easement, which will be coordinated by Engineering Staff.

The cost of the electrical service extension, including the associated demolition and grading work, is detailed in the VMUS Service Line Extension Installation Proposal included herein as (Attachment E).

The construction portion of the project was bid using formal bidding procedures in accordance with Victorville Municipal Code §2.28.210 and the California Public Contract Code. Formal bidding procedures are used for public works contracts with an estimated cost in excess of five hundred thousand dollars. The Notice of Inviting Bids was issued on the OpenGov Procurement Portal and advertised in the San Bernardino Sun on Wednesday, April 8, 2026. A second notice was published in the Daily Press on April 15, 2026. The mandatory pre-bid meeting and Job Walk were held on April 28, 2026. On July 9, 2026, five (5) bids were received.

The following is a summary of the quotes received:

Contractor Bid Amount
Pacific Hydro Tech Corporation $9,911,740.00
Metro Builders & Engineers Group, LTD. $9,918,329.00
Caliagua, Inc. $10,688,640.00
Shimmick Construction $11,159,500.00
SOLPAC Construction, Inc. $11,543,308.00
After a review of the bid proposals, it was determined that the lowest responsive, responsible bidder is Pacific Hydro Tech Corporation.

Staff recommends that the Honorable Board adopt Resolution No. VWD 26-014, award the construction contract to Pacific Hydro Tech Corporation in the amount of $9,911,740, approve a Consultant/Professional Services Provider Agreement with DEA in an amount of $82,039, and approve the VMUS Service Line Extension Installation Proposal in an amount of $242,592.20.

Staff is available for any questions the Board may have.
