That Your Honorable City Council:

a) A Resolution of the General Assembly of the League of California Cities calling for a working group to consider a State Constitutional Amendment or other form of Initiative to ensure final local authority over housing and land use decisions. (2) Direct the appointed voting delegate to support the above resolution at the General Assembly meeting.
Fiscal Impact:
There is no fiscal impact as a result of this action.
Background:
At the July 21, 2026, Regular City Council Meeting, Council designated Mayor Pro Tem Harriman as the voting delegate and Council Members Mora and Gaudin as the alternates for the Cal Cities 2026 Annual Conference currently scheduled for Wednesday, September 23 through Friday, September 25, 2026, in Anaheim, California. The Annual Conference presents an opportunity for city officials to attend informative sessions, learn about the challenges that California’s cities face, collaborate on solutions, and celebrate the accomplishments of Cal Cities and member jurisdictions. The Annual Business Meeting occurs during the General Assembly on Friday, September 25, where member cities take action on conference resolutions. Resolutions serve as policy guidance for Cal Cities and are meant to improve the quality, responsiveness, and vitality of local government in California.

Discussion:
Per Cal Cities bylaws, proposed resolutions are referred to an appropriate policy committee for review and recommendation as well as the General Resolutions Committee before being presented to the General Assembly for a vote. Three (3) policy committees will meet virtually one (1) week prior to the Annual Conference to consider and take action on the resolution, followed by a meeting of the General Resolutions Committee on Thursday, September 24 to consider the reports of the policy committees. Cal Cities encourages each City Council to consider the proposed resolution, determine a city position, and direct the appointed voting delegate to represent the City accordingly at the General Assembly, which will convene on Friday, September 25, 2026, at 8:30 a.m. Each member city has the right to cast one vote per resolution.
The City of Victorville is an active member of Cal Cities and utilizes the Annual Conference to advocate on behalf of the community. It is vital that the City of Victorville be represented at the Annual Business Meeting and cast a vote on the proposed resolution in accordance with City Council direction. This year, one (1) resolution has been submitted for consideration along with background materials, supporting letters, and analyses attached hereto for your reference as “Attachment A”.
The resolution being considered by the General Assembly is as follows:
“A Resolution of the General Assembly of the League of California Cities calling for a working group to consider a State Constitutional Amendment or other form of Initiative to ensure final local authority over housing and land use decisions.”
Support of the above resolution would direct the League to consider establishing a statewide working group or other appropriate committee(s) to evaluate and develop a proposed constitutional amendment or other legislative, policy, or ballot-based strategies that restore and strengthen local authority over housing and land use matters including but not limited to: conducting appropriate legal, fiscal, and policy analyses; engaging cities and other stakeholders; and building a statewide coalition of proponent supporters in preparation for the November 2030 General Election, or within another reasonable time frame as determined by the working group.
It is recommended that Your Honorable City Council direct the voting delegate to support the above resolution at the General Assembly Meeting.
