Regional Conjunctive-Use & Water Supply Reliability•Developed by Mojave Water Agency (MWA) to store State Water Project (SWP) water in the groundwater basin for later recovery and regional delivery.•SWP water reaches the Upper Mojave River recharge area through:•Silverwood Lake / Cedar Springs Dam releases to the Mojave River•Morongo Basin Pipeline deliveries to the Deep Creek / Rock Springs recharge area•Water is stored underground in the floodplain aquifer and later recovered through R³ production wells for delivery to retail water agencies.Project Capacity•Phase I — 2013: 15,000 AFY | 6 recovery wells•Ultimate R³: 40,000 AFY | up to 22 recovery wells | 3 reservoirs•Provides a regional drought and water-supply reliability resource.•Designed as a supplemental, interruptible water supply, rather than a replacement for retailers’ primary groundwater supplies.•Approximately $35.5 million in documented State and Federal grant funding R3 Infrastructure and Connections
GOAL E: INVEST IN INFRASTRUCTURE - STRATEGIC PLAN 2023-2026 TURNOUT NO. 5 PROJECT Major Phase I Infrastructure•6 high-capacity recovery wells•16+ miles of transmission pipeline — approximately 12”–48” diameter•2.65-MG MWA Zone 1 Reservoir•5-MG Victorville Water District Zone 2 (Le Panto) Reservoir — leased for R³•Zone 2 Pump Station — 15,000 GPM initial / 25,000 GPM ultimate capacity•Deep Creek Flow Control & Recharge Facility — up to 40,000 GPM SWP recharge capacity•Central chlorination, metering, flow-control and SCADA facilitiesRegional Delivery Connections•Turnout 3 — Victorville Water District•Turnout 4 — Hesperia Water District•Turnout 6 — Victorville Water District•Apple Valley / Liberty Utilities — R³ recovery system•Turnout 7 — City of Adelanto (added 2021)•5,800 feet of additional pipeline•Booster pump at Turnout 6/7 facility•Connection at Adelanto reservoir site

PROJECT SCOPE & NEED
GOAL E: INVEST IN INFRASTRUCTURE - STRATEGIC PLAN 2023-2026 TURNOUT NO. 5 PROJECT•The Turnout 5 project will consist of a new 1.25 mile 24-inch pipeline creating an additional connectionbetween the MWA R-Cubed system and VWD.•This connection located at the Amethyst booster station will increase the operational flexibility of thewater system by adding an alternative supply that can be utilized across multiple pressure zones andused for blending and reducing treatment costs.•R³ design capacity is 15,000 AFY; current Ordinance 9 requests—retail agency requests for MWA StateWater Project water—total approximately 7,000 AFY.•VWD currently takes roughly 4,200 AFY of water from the R-Cubed systems from Turnout 3 and 6,leaving roughly 1,000 AFY available for Turnout 5 (5,200 AFY allocation) and potentially requestingmore based on the design capacity.•Current R-Cubed Turnouts:Hesperia (Turnout 4) – Liberty Utilities (Well 6) – VWD (Turnouts 3,6) – Adelanto (Turnout 7) PROJECT AREATURNOUT NO. 5 PROJECT
