Strategic Plan Goal:

This item aligns with Strategic Goal B, Public Safety, which focuses on implementing public safety strategies to support a thriving and growing community. This is in accordance with Strategy 7, seeking funding to invest in efficient and effective police operations.

Background:

The City Council has previously approved Phases 1-6 of the ALPR program, which currently has 123 fixed cameras placed throughout the City, in addition to four mobile ALPRs affixed to police vehicles and one City street sweeper. Staff applied for funding through the Homeland Security Grant Program (HSGP) for 2024 to purchase two additional four-camera mobile ALPR systems and was awarded $41,464 on October 3, 2025.

The HSGP is administered by the U.S. Department of Homeland Security (DHS) through the Federal Emergency Management Agency (FEMA). The program is designed to strengthen the Nation’s ability to prevent, prepare for, protect against, and respond to acts of terrorism and other hazards by supporting state, local, tribal, and territorial governments. Grant investments are intended to build, sustain, and deliver the capabilities identified in the National Preparedness Goal (NPG) while addressing evolving threats such as terrorism, cybersecurity incidents, threats to critical infrastructure, election security concerns, and other hazards. The HSGP provides an important mechanism for jurisdictions to identify preparedness gaps and invest in personnel, planning, equipment, training, exercises, and other activities that improve operational readiness and community resilience.

The City of Victorville is seeking to utilize 2024 HSGP funding to enhance its law enforcement and homeland security capabilities through the acquisition and deployment of additional ALPR cameras. The proposed expanded system will provide additional technology-based capabilities for identifying and locating vehicles associated with criminal activity, individuals of investigative interest, stolen vehicles, and other identified threats.

Discussion:

The ALPR program allows law enforcement to proactively prevent crime and improve the security and safety of the community in the most cost-effective fashion. ALPR technology assists with proactive, tactical, and investigative policing, thereby reducing ongoing costs for additional officers with a one-time capital expense. The system immediately notifies our deputies with hits related to wanted vehicles, kidnapping suspects, violent offenders, in-progress robberies, shootings, and critical missing persons. The City currently has 123 fixed cameras deployed, in addition to four mobile ALPRs affixed to police vehicles and one City street sweeper. These additional mobile ALPRs will be mounted on two police vehicles, providing increased coverage whenever the vehicles are in use. 4 8

The City’s ALPR cameras have captured thousands of hits with hundreds of arrests for various crimes including auto theft, robbery, attempted murder, assault/domestic violence, and child abuse, in addition to the recovery of narcotics and firearms. The ALPR cameras provide critical investigative information utilized to solve murders, burglaries, and sex offender violations, among other crimes. This program allows our deputies to proactively prevent crime and improve the security and safety of our citizens.

Motorola Solutions has provided service to the City’s ALPR network since its implementation in 2019. Staff therefore seeks to standardize all cameras, pursuant to Victorville Municipal Code Section 2.28.090(b)(2) and the attached Sole Source (Attachment C). Utilizing 2024 HSGP funding, staff will expand the mobile ALPR cameras to two additional police vehicles.

Therefore, staff requests that the Honorable City Council adopt Resolution No. 26-082 accepting grant funding for the 2024 HSGP, adopt Resolution No. 26-083 amending the annual budget, and authorizing the purchase of ALPR cameras from Motorola Solutions in the amount not to exceed $41,463.99.
