Consideration of proposed City Council Resolution No. 26-079 adopting revisions to the City of Victorville City Council Policy and Procedures Manual Recommendation:
That the Honorable City Council:
(1) Review and Consider the Proposed Revised City Council Policy and Procedures Manual; and
(2) Adopt Resolution No. 26-079 Approving the Proposed Revised Council Policy and Procedures Manual.
Fiscal Impact:
There is no fiscal impact associated with this action.
Strategic Plan Goal:
This item aligns with Strategic Plan Goal “E” – Organizational Effectiveness and Sustainability.
Background:
The City Council Policy and Procedures Manual (the “Policy Manual”) was originally adopted on October 3, 2017, and subsequently revised by further resolutions on September 4, 2018; October 1, 2019; June 23, 2020; March 16, 2021; May 17, 2022; October 4, 2022; March 7, 2023; March 21, 2023; April 4, 2023; May 16, 2023; December 19, 2023, and September 17, 2024.
Discussion:
Pursuant to Chapter 1, Section II, Subsection B, “this Manual will be reviewed every two (2) years with the intent that any necessary revisions be made only at such time which review will occur in August of such year, if needed, by City Council Resolution.” 4 8

On June 23, 2026, staff emailed Council Members the Policy & Procedure Manual which included comments from staff that had been compiled from notes taken over the prior two years. Between July 16-28, 2026, staff took the opportunity to meet individually with each Council Member to facilitate the review process with the intent to make revisions to the manual as easy as possible. The attached redline version incorporates the changes discussed during these meetings. Therefore, staff recommends the Council adopt Resolution 26-079 and the associated clean version of the City Council Policy and Procedure Manual.
