Discussion:
Pursuant to Government Code Section 87000 et seq., the Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially to determine if amendments or modifications are needed. The City’s last such review occurred in August 2024.
Appendix 2 to the Conflict of Interest Code designates those employees, officers, and consultants who make or participate in the making of decisions for the City and/or its affiliated agencies which might affect their financial interests and specifies the categories of financial interests (as defined in Appendix 2a) each must include in their financial disclosure statements (Form 700s). These employees, officers, and consultants must also disqualify themselves from making or participating in the making of governmental decisions affecting those interests as set forth in Appendix 1.
Staff has reviewed the Conflict of Interest Codes for the City of Victorville, the Southern California Logistics Airport Authority, the Victorville Library Board of Trustees, the 2 7

Successor Agency to the Victorville Redevelopment Agency, the Victorville Joint Powers Financing Authority, and the Victorville Water District and is recommending that Appendix 2 of the Code be amended to reflect any new or changed position classification titles since the last review. The most recent version of Fair Political Practices Commission Regulation 18730 is also being incorporated as Appendix 1. Other than certain minor revisions necessary to harmonize the updated appendices with Exhibit A, no other changes to the Conflict of Interest Code are recommended at this time.
