The City has been awarded $52,080.24 in HHAP-5 funding; however, the related budget amendment will be presented to the City Council for consideration at a later date.
Accordingly, expenditure of HHAP-5 funds under this Agreement will be contingent upon City Council approval of the necessary budget amendment and establishment of the appropriate account.
Additionally, $60,000 in existing ERF-3 funding will be reallocated to Symba, increasing the total amount available under the Agreement for ERF-3-funded services to $1,434,920.00.
No additional General Fund appropriation is requested as part of this action.
Strategic Plan Goal:
This proposal aligns with Goal D of the 2023-2026 Strategic Plan; specifically, Strategies 1 and 4, which state that in order to achieve the goal of reducing homelessness, the City should:
• Complete construction and open the Wellness Center Campus, which includes a low-barrier emergency shelter, recuperative care facility, medical clinic, and wraparound supportive services; and
• Evaluate the effectiveness of the coordination of homelessness services.
Inasmuch as the proposed actions will allow the City to enhance operation of the Wellness Center while providing additional grant resources that benefit the coordination of homelessness services Citywide, taking action on this item as recommended would be in compliance with the City’s 2023-2026 Strategic Plan.
Background:
Consultant/Professional Services Provider Agreement
On June 26, 2025, the City entered into a Consultant/Professional Services Provider Agreement with Symba for the operation of the Victorville Wellness Center and the provision of comprehensive wraparound, shelter operator, outreach, and ERF-3 services to individuals experiencing homelessness and those at risk of homelessness throughout the City. Through this agreement, Symba has served as a key partner in the City's homelessness response system, providing a broad range of services designed to promote housing stability, improve health outcomes, and increase self-sufficiency. These services include, but are not limited to, case management, housing navigation, rapid rehousing, outreach and engagement, recuperative care, workforce development, job readiness training, financial literacy education, employment placement assistance, and other supportive services intended to help individuals successfully transition from homelessness to permanent housing and long-term stability.
On September 26, 2025, the City and Symba executed Amendment No. 1 to the Consultant/Professional Services Provider Agreement to address operational and programmatic needs associated with continued implementation of Wellness Center services. Since that time, the City has continued to monitor program performance, service utilization, operational outcomes, and funding expenditures associated with the Wellness Center, ERF-3 activities, and related homelessness response efforts.
On August 1, 2026, the City and Symba executed Amendment No. 2 to the Consultant/Professional Services Provider Agreement to address staffing and programmatic updates associated with continued implementation of Wellness Center services, including the addition of $78,189.12 in Emergency Solutions Grant (ESG) funding for rapid rehousing and case management.
Grant Awards/Available Funding
The City has continued to pursue additional funding opportunities to strengthen homelessness response services and support the long-term sustainability of the Wellness Center Campus, and these include:
• December 2, 2025 – City Council approved acceptance of Kaiser Permanente Medical Respite Grant funding to strengthen the regional recuperative care system.
• June 10, 2026 – San Bernardino County awarded the City of Victorville HHAP-5 funding to support services for individuals experiencing homelessness.
In addition to these funding awards, City staff reviewed ERF-3 program expenditures and identified an opportunity to reallocate available funding to enhance outreach, engagement, and case management services. Based on this review, staff recommends increasing ERF-3 funding under the existing Agreement by $60,000 to maintain service continuity, strengthen direct service capacity, and support housing-focused outcomes for individuals experiencing homelessness.
Discussion:
Purpose of Proposed Amendment No. 3
Since execution of the Original Agreement, the City and Symba have continued to refine Wellness Center operations and homelessness services in response to operational needs, available funding, and evolving Medi-Cal, CalAIM, and managed care requirements.
Amendment No. 2 previously incorporated staffing updates and $78,189.12 in ESG Rapid Re-Housing funding. Proposed Amendment No. 3 builds upon those actions by consolidating applicable prior modifications, incorporating additional grant-funded services and reallocated funds, and provides the City Council with a comprehensive view of the Agreement and its current funding structure.
Kaiser Permanente Medical Respite Grant - $60,000.00
Funding will support recuperative care case management, care coordination, hospital discharge planning, and individualized housing stabilization and discharge plans for medically vulnerable individuals experiencing homelessness. These services are intended to improve health outcomes, support safe transitions from hospital settings, and create pathways toward housing stability.
Homeless Housing, Assistance and Prevention Round 5 (HHAP-5) Grant - $52,080.24 Funding will support additional street outreach focused on sustained engagement with individuals experiencing unsheltered homelessness and connections to emergency and interim housing, rapid re-housing, permanent housing resources, and other appropriate supportive services.
Re-Allocated ERF-3 Funding- $60,000.00
Following a review of ERF-3 expenditures and available resources, staff identified $60,000 that can be reallocated to enhance outreach, engagement, housing navigation, and case management. Symba has utilized a substantial portion of its existing ERF-3 outreach allocation, and the additional funding will help maintain service continuity and housing-focused engagement for individuals experiencing unsheltered homelessness.
Symba's outreach activities complement the City's Homeless Engagement Team (HET).
While HET responds to encampments, calls for service, community concerns, and cleanup activities, Symba provides sustained engagement, transportation, case management, housing navigation, and connections to the Wellness Center and other appropriate housing and supportive services.
Conclusion
Approval of Amendment No. 3 will consolidate applicable prior modifications, incorporate additional grant-funded services, update staffing and funding allocations, and strengthen the City's ability to maintain continuity of Wellness Center and homelessness response services. The amendment incorporates $112,080.24 in Kaiser Permanente and HHAP-5 funding for recuperative care case management and street outreach, along with $60,000 in reallocated ERF-3 funding for enhanced outreach, engagement, and case management. No additional General Fund appropriation is requested. The additional activities are enhancements to homelessness and Wellness Center services already provided under the existing Agreement and can be incorporated into the current service delivery structure to maintain continuity, leverage existing staffing and infrastructure, and support the City's Strategic Plan goal of reducing homelessness.
Therefore, staff recommends that the Honorable City Council authorize incorporation of the Kaiser Permanente Medical Respite Grant and HHAP-5 Grant programs and associated budgets into the existing Consultant/Professional Services Provider Agreement; approve an increase of $112,080.24 in Project JM23-065-1 for non-ERF-3 street outreach and recuperative care case management services; and approve an additional $60,000 for ERF-3-related outreach, engagement, and case management services. Staff further recommends authorizing the City Manager or designee to make allowable budget reallocations among approved line items and funding sources, execute documents necessary to implement the amendment and administer the project, and, in consultation with the City Attorney, make non-substantive amendments necessary to maintain service continuity and compliance.
