Subject:
2025 Edward Byrne Memorial Justice Assistance Grant
Recommendation:

That the Honorable City Council adopt Resolution No. 26-088 and No. 26-089, thereby:
(1) Accepting grant funds from the Department of Justice’s Edward Byrne Memorial Justice Assistance Grant program for 2025;
(2) Authorizing the City Manager, or his designee, to finalize all documents needed to execute the grant contract; and
(3) Amending the annual budget for fiscal year 2026-2027 to reflect an additional appropriation in the amount of $76,616.

Fiscal Impact:

The recommended action will result in an increase in both revenues and expenditures of $76,616 in the City’s budget for fiscal year 2026-2027. The table below provides a breakdown of the appropriations:

Account Code Description Amount
2752109-43120-20271 2025 JAG Grant – Revenue $76,616
2752109-52300-20271 2025 JAG Grant - Expense $76,616
Strategic Plan Goal:

This item aligns with Strategic Plan Goal B, Public Safety, which focuses on implementing public safety strategies to support a thriving and growing community. This is in accordance with Strategy 7, by seeking funding to invest in efficient and effective police operations.

Background:

The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the leading source of federal justice funding to state and local jurisdictions. The JAG program provides states, tribes, and local governments with critical funding necessary to support a range of program areas, including law enforcement, prosecution, courts, crime prevention, and technology improvements related to law enforcement.

Discussion:

The acceptance of grant funding for 2025 will provide $76,616 to fund overtime worked by deputies and necessary support personnel for the purpose of working special enforcement teams. This funding will allow the Police Department to develop special enforcement programs utilizing the Multiple Enforcement Team (MET) and the Gang Unit to curtail the number of crimes and gang activity occurring in parks and other high-crime areas. JAG funds will also support personnel overtime for DUI checkpoints and traffic enforcement. These efforts support the City’s goal of creating and maintaining a city where people feel safe residing, shopping, and doing business.

Therefore, staff recommends that the Honorable City Council adopt Resolution No. 26- 088 and No. 26-089, accepting the JAG funding for 2025, authorizing the City Manager or his designee to finalize all grant documents, and amending the 2026-2027 annual budget to reflect an additional appropriation of $76,616.

Staff remains available for any questions or comments you may have.
