Strategic Plan Goal:
This item aligns with Goal E “Invest in Infrastructure”, in the City of Victorville Strategic Plan 2023-2026. The Sewer Master Plan update is intended to evaluate existing sewer system conditions, assess current and future capacity needs, and identify necessary improvements to support planned growth and development. The update will provide a comprehensive framework for the City to strategically plan, prioritize, and invest in critical wastewater infrastructure.
Background:
On May 6, 2026, the City issued a Request for Proposals (RFP) inviting qualified engineering consultants to submit proposals for the Victorville Sewer Master Plan Update 2026.
To be eligible to submit a proposal, consultants were required to demonstrate experience in sewer system master planning, hydraulic modeling, condition and capacity assessment, GIS integration, and development of capital improvement programs.
The last updated Sewer Master Plan was completed in 2016 by David Evans and Associates, Inc.
Discussion:
The goal of the project is to update the City’s Sewer Master Plan to guide long-term planning and investment in the wastewater collection system. The update will evaluate the condition and capacity of the existing sewer system, assess current and future wastewater flows, identify system deficiencies, and develop a prioritized Capital Improvement Program (CIP) to support existing service areas and anticipated future growth. The project will also include updating and calibrating the City’s hydraulic model, integrating the model with the City’s GIS, and developing procedures and tools that will allow City staff to maintain and update the model as system conditions change.
On June 25, 2026, the City received seven proposals from the following consulting firms:
• Albert A. Webb Associates
• Dudek
• Engineering Resources of Southern California, Inc.
• MSA Consulting, Inc.
• Psomas
• Water Systems Consulting, Inc.
• Woodard & Curran
A three-member selection committee reviewed and scored the proposals in accordance with the evaluation criteria outlined in the RFP.
Water Systems Consulting (WSC) received the highest score and is recommended for award. WSC previously completed the 2021 and 2026 Water Master Plans for the Victorville Water District (District) and the Citywide Recycled Water Conceptual Study.
WSC also provides on-call water engineering services, including maintaining the District’s hydraulic water model and conducting Water Feasibility Studies and State-required Water Supply Assessments for the Water District.
Through this work, WSC has developed a strong understanding of the City’s infrastructure, development trends, and long-term water, wastewater, and recycled water planning needs. WSC’s familiarity with the City and District, proven performance, and consistent delivery of high-quality, timely, and cost-effective work make them the most suitable selection for this project.
Staff recommends that the City Council approve a Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc. in the amount of $346,494, for the Victorville Sewer Master Plan Update 2026.
Staff is available for any questions Council may have.
