James Murawski, Airport Director

Subject:

Purchase of a 2028 Peterbilt Model 537 Water Truck
Recommendation:

That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors approve the purchase of a 2028 Peterbilt Model 537 Water Truck in the amount of $212,845.92.

Fiscal Impact:

This action will result in the expenditure of budgeted capital equipment funds from Airport Capital Equipment Fund 4500125-55045-95173 in the amount not to exceed $212,845.92. The budget for this equipment is as follows:

Account Description Current Budget
4500125-55045-95173 Water Truck $213,440
Strategic Plan Goal:

Goal E - Invest in Infrastructure. This equipment will allow Airport staff to efficiently maintain dust control throughout the Airport and at various job sites.

Background:

The Southern California Logistics Airport (“SCLA”) consists of over 2,000 acres of airfield areas and off-airport properties. The airfield area consists of two commercial-length runways, nine taxiways, numerous buildings, aircraft parking lots, drainage channels, and vast open and occupied areas slated for future development. The SCLA requires consistent maintenance to manage dust and soil compaction when undertaking various maintenance projects. The vast acreage of the SCLA and the corresponding maintenance needed to operate the airport require staff to frequently perform dust control by spraying water on dirt roads and grading sites throughout the airport. Additionally, moisture application is essential for proper soil compaction during trench backfilling and erosion control work across the facility.

To manage dust control and soil compaction, staff utilized a 1991 Ford L8000 water truck (“1991 Water Truck”). The 1991 Water Truck was in service for over 30 years before being disposed of in August 2023, as its age severely impacted its effectiveness.

The 1991 water truck had numerous issues that warranted replacement of the equipment.

The transmission failed on this vehicle and had become cost prohibitive to repair.

Furthermore, the 1991 water truck was out of compliance with ever-increasing California emissions standards, resulting in its relegation to low use status, minimizing its utility and making it fiscally irresponsible to maintain.

Staff proposes purchasing a new 2028 Peterbilt Model 537 Water Truck to replace the disposed 1991 Ford L8000 water truck.

Discussion:

The proposed purchase of a new 2028 Peterbilt Model 537 Water Truck (“2028 Water Truck”) will provide Airport staff with reliable, compliant equipment to support its maintenance activities. The 2028 Water Truck has modern operational advantages that directly address the reliability issues, high maintenance costs, and frequent downtime associated with operating the old 1991 Water Truck. The chassis is equipped with an integrated Klein K-200 water tank assembly, featuring a 2,000-gallon capacity. Staff anticipate cost savings derived from reduced maintenance costs and productivity gains.

The 2028 Water Truck will allow Airport staff to work efficiently and effectively.

To facilitate the procurement of this much-needed equipment, the purchase of the 2028 Water Truck is proposed through Rush Truck Centers in Fontana (“Rush”), a dealer for Peterbilt, and a participant in a cooperative agreement program called Sourcewell.

Sourcewell is a public agency that offers a multitude of cooperatively contracted specialized products and equipment to government entities. Per Municipal Code §2.28.120 “Purchases of supplies and equipment through cooperative purchasing arrangements” allows for the procurement of equipment directly from vendors engaged in an approved cooperative agreement program without further solicitation. The Sourcewell Cooperative Agreement has been reviewed and approved by the City of Victorville Purchasing Manager. It fulfills the competitive bidding requirements, thus providing significant savings, and offers contract purchasing solutions from Peterbilt, to enable buying agencies to work smarter and more efficiently, while streamlining the required purchasing process.

The Rush quote includes the cost of the 2028 Peterbilt Truck including the water tank, applicable sales tax, and delivery charges. Therefore, staff requests the Southern California Logistics Airport Authority Board of Directors approve the purchase of a 2028 Peterbilt Model 537 Water Truck in the total amount of $212,845.92, from Rush Truck Centers in Fontana.

Staff remains available for any questions or comments you may have.
