Written Communications
Meeting of: October 20, 2026
Submitted By:
Harry Mayo, Assistant City Engineer
Subject:
Amendment No. 3 to the Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc., for the On-Call Water Engineering Services Recommendation:
That the Honorable Victorville Water District Board of Directors (Board) approve Amendment No. 3 to the Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc., in the amount not to exceed $890,610 for On-Call Water Engineering Services, Project No. ESC23-026.
Fiscal Impact:
This amendment will increase the total compensation by $236,000. Many of the on-call services to potentially be provided include recoverable expenses paid by private development projects requiring special studies. A deposit from the developer is required prior to the initiation of the study so no billable expenses are incurred by the consultant before the City receives the funding. There are sufficient funds in the Fiscal Year 2027 budget to cover the expenses currently anticipated at this time. If the expenses incurred for the on-call services start to reach the amount currently budgeted, a budget amendment will be presented to increase the budget amount to address the additional future expenses. Therefore, additional appropriation is not required at this time. The budget account number, account description, and amount available are shown below:
Budget Account Number Account Description Amount Available 4104500 - 52300 Water Eng - Contract Svcs $183,805.62
Strategic Plan Goal:
This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026. The services provided by Water Systems Consulting, Inc. help identify infrastructure needs early, improve capital planning efforts, and support regulatory compliance. In addition, the water feasibility studies will assist the City in determining whether the existing water system can reliably support future growth, and if not, what infrastructure investments are necessary, when they will be needed, and the associated costs.
Background:
On June 18, 2019, the Board approved a Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc. (WSC) to provide on-call water engineering services. These services included water feasibility studies, water supply assessments, and general water planning support. WSC has provided these services since 2019, with contract amendments needed when additional development generates a need for water feasibility studies or updates to the hydraulic model.
On December 8, 2023, Amendment No. 1 was issued on the original agreement to increase the not-to-exceed amount to $486,610. This amendment expanded to include additional water feasibility studies and miscellaneous engineering services.
On June 15, 2026, Amendment No. 2 was issued to increase the not-to-exceed amount to $654,610. This amendment expanded to include additional water feasibility studies and miscellaneous engineering services.
Amendment No. 3 proposes an additional increase of $236,000, bringing the total contract amount to $890,610 over the five-year term. The contract term remains unchanged.
Discussion:
City staff received a proposal from WSC to complete on-call water engineering tasks and to provide additional support for major regional infrastructure projects requiring water utility coordination. The proposed tasks and associated costs are shown in Attachment A – Exhibit A and summarized below:
• Preparing Water Feasibility Studies - $62,000
• Prepare Water Supply Assessment Reports - $99,000
• Maintain and run the District’s water model - $5,000
• Hwy 395 Utility Coordination - $20,000
• Brightline Utility Coordination - $5,000
• 2027 Annual Water Supply and Demand Assessment - $5,000 • Other as-needed engineering duties - $40,000
Engineering staff reviewed the proposal and found the scope and fee for the requested $236,000 increase to be appropriate. Approximately $161,000 expected to be reimbursed by development applicants in accordance with the City’s Master User Fee Schedule adopted on December 16, 2025. Additionally, approximately $20,000 for the Highway 395 plan review will be fully reimbursed by the San Bernardino County Transportation Authority (SBCTA) under the utility relocation agreements that were approved by the Board at the July 15, 2025, Board Meeting.
Staff recommends that the Honorable Board of Directors approve Amendment No. 3 to the Consultant/Professional Services Provider Agreement with Water Systems Consulting, Inc., in an amount not to exceed $890,610 for performing On-Call Water Engineering Services.
Staff is available for any questions the Board may have.
