Subject:

Approval of Agreement with Dokken Engineering for Project Initiation Document for the Eucalyptus Street Extension over the Oro Grande Wash
Recommendation:

That the City Council approve a Consultant/Professional Services Provider Agreement with Dokken Engineering in an amount not to exceed $492,961 for the Project Initiation Document for the Eucalyptus Street Extension over the Oro Grande Wash, Project MS26- 125.

Fiscal Impact:

This action will result in a fiscal impact of $492,961. An additional appropriation is not required. This project will be funded by Road DIF, Fund 352. The budget account number, account description, and amount available are shown below:

Account No. Fund Total
3524500-55330-63018 Road DIF $500,000
Strategic Plan Goal:

This item aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023–2026. Entering into an agreement with Dokken Engineering will provide the City with a planning document to evaluate the feasibility of the proposed Eucalyptus Street Extension over the Oro Grande Wash and establish the technical foundation necessary to advance the project toward future environmental clearance, funding opportunities, and subsequent design phases.

Background:

The City of Victorville is evaluating the feasibility and timing of when it will be necessary to extend Eucalyptus Street across the Oro Grande Wash to provide an additional eastwest connection to the Golden Triangle area. It is believed this missing segment along the Eucalyptus Street corridor will help improve connectivity within the City’s transportation network and local environment by reducing trip times, vehicle emissions and create a more sustainable community. The area has been experiencing much residential development over the past decade. The Golden Triangle is generally bounded by Bear Valley Road to the north, US-395 to the west, the California Aqueduct to the south, and Interstate 15 (I-15) to the east. The continuing growth within this area has increased the demand on the existing transportation network while access to the Golden Triangle has remained unchanged. Access from Interstate 15 is currently limited to Bear Valley Road and the US-395/Main Street corridor in Hesperia.

The proposed Eucalyptus Street Extension will cross the Oro Grande Wash and connect the existing segment of Eucalyptus Street west of Cloverly Avenue, east to the existing segment of the road that connects to Amargosa Road on the west side of I-15. The additional east-west connection has the potential to improve access and circulation to existing and future development, provide an alternative route to Bear Valley Road, and support long-term regional transportation connectivity. The proposed extension is being designed to provide a direct connection to the Eucalyptus Street/I-15 Interchange project to be constructed by the City of Hesperia. The timing of the interchange construction is currently unknown; however, the proposed extension is being planned to accommodate the future connection once the bridge is constructed.

In 2005, the Cities of Hesperia and Victorville jointly prepared a Project Study Report– Project Development Support for the proposed Eucalyptus Street/I-15 Interchange-- which was subsequently approved by Caltrans. The prior study evaluated interchange configurations, regional circulation, congestion at the Bear Valley Road and Main Street interchanges, environmental considerations, right-of-way impacts, and preliminary project costs. The proposed Eucalyptus Street Extension will need to consider the findings and assumptions of the prior interchange studies and maintain compatibility with potential future interchange improvements, including scenarios where the roadway extension and interchange are implemented independently or in phases.

To evaluate the feasibility and future implementation of the proposed Eucalyptus Street Extension, the City issued a Request for Proposals for preparation of a Project Initiation Document (PID) in the form of a Project Study Report–Project Development Support (PSR-PDS). The PSR-PDS will evaluate existing and projected traffic conditions and transportation deficiencies, determine the anticipated timing and need for the wash crossing, and develop and evaluate conceptual improvement alternatives. The study will also address conceptual roadway alignments and geometrics, bridge crossing requirements, hydrology and hydraulics, environmental constraints and permitting, rightof-way and utility impacts, preliminary project costs, risks, project development schedules, and implementation strategies.

The completed PSR-PDS will provide the technical foundation for the future planning, design, environmental documentation, project programming, funding pursuits, corridor preservation, and subsequent phases of project development.

The RFP was released on June 10, 2026, with a non-mandatory pre-proposal meeting held on June 22, 2026. Proposals were due July 16, 2026. Two proposals were received by the deadline: Dokken Engineering and Kimley-Horn. Following review of the proposals and evaluation tabulation, Dokken Engineering was identified as the highest-ranked proposer.

Discussion:

The next step to advance the project is preparation of the Project Initiation Documents (PID) in the form of a PSR-PDS. The RFP requires a multidisciplinary evaluation of existing conditions, purpose and need, traffic operations and regional circulation, conceptual alternatives, environmental constraints and permitting, hydrology and hydraulics, geotechnical conditions, right-of-way and utilities, preliminary cost estimates, implementation strategies, and future funding and project development considerations.

Dokken Engineering submitted a proposal that includes preparation of the PSR-PDS and coordination with specialized subconsultants including David Evans and Associates, Inc. for transportation analysis and Geocon Consultants, Inc. for geotechnical services. The proposed work includes evaluation of three potential alignment alternatives, bridge crossing and structure concepts, phasing alternatives, and an evaluation matrix. The proposal also addresses existing and future traffic conditions, including scenarios with and without the proposed Eucalyptus Street crossing and with and without the future Eucalyptus Street/I-15 interchange.

The technical work also includes evaluation of the Oro Grande Wash hydrology and hydraulics, drainage, scour and erosion considerations, environmental constraints, CEQA/NEPA considerations, utility conflicts, right-of-way impacts, title research, acquisition and relocation cost considerations, preliminary construction cost estimates, and implementation and funding strategies. The completed PSR-PDS will provide the technical foundation for future environmental studies, funding applications, corridor preservation, and subsequent design and implementation phases.

The RFP evaluation criteria consisted of Qualifications, Related Experience, and References (30 points); Proposed Staffing and Project Organization (30 points); and Work Plan (40 points). The evaluation of the proposals found that Dokken Engineering received an aggregate score of 93.4 out of 100 and Kimley-Horn received 89.6 out of 100.

Therefore, Dokken Engineering was found to be the most qualified and highest-ranked consultant that submitted a proposal.

Staff recommends approval of a Consultant/Professional Services Provider Agreement with Dokken Engineering in an amount not to exceed $492,961, for preparation of the Eucalyptus Street Extension over the Oro Grande Wash Project Initiation Documents.

Staff is available for any questions Council may have.
