Proposal for Amendment 3 to On-Call Water
Engineering Services Contract (ESC23-026)
Dear Mr. Bonilla,
Water Systems Consulting, Inc. (WSC) is providing this proposal for Amendment 3 to the current on-call water engineering services contract (ESC23-026) to provide continued services to support the City’s water planning needs. The original agreement, dated July 26th, 2022, was for an initial term of 5-years, through June 30, 2027 and provided a budget allowance of $236,610. The budget allowance was later increased to $486,610 through Amendment 1 and again to $654,610 through Amendment 2. Due to the volume of development related studies and other on-call support services provided to date and anticipated in the future, Amendment 3 is requested to increase the budget allowance to accommodate services anticipated through the end of FY 2026-27, the end of the current contract term.
The following proposal details a scope and associated budget for the tasks that are anticipated to be conducted under the on-call contract through the end of the contract term. This scope and budget are based on work that is currently planned as well as an assumed number of new development studies based on historical rates of study requests. Actual work conducted will be as directed by the City and will depend on the number of development applications received. Work will be billed on a time and material basis in accordance with the attached rate schedule and the original agreement.
On-Call Water Engineering Services For FY2026-27
The following summary describes the anticipated tasks and budget for on-call water engineering services. The tasks and budget are summarized in Table 1.
Prepare Water Feasibility Studies
Using the City’s latest 2026 Water Master Plan, 2025 Urban Water Management Plan and hydraulic model, WSC will prepare water feasibility studies (WFS) for new development projects as requested. These studies give the City a clear understanding of the proposed project’s impacts to the City’s existing system and identify any system improvements that may be necessary to ensure the City can maintain reliable service to existing and future customers. WSC will collaborate with the City to evaluate alternatives and identify the solution that most effectively meets the City’s criteria.
WSC will prepare a draft and final WFS that includes water demand estimates, supply and storage analysis, hydraulic analysis, and water system improvement recommendations needed to include the proposed development.
The budget is based on preparing 10 WFS at a cost of $6,155 each.
Prepare Water Supply Assessments
Using the City’s latest Urban Water Management Plan to streamline the process, WSC will prepare water supply assessments (WSA) for large developments in order to satisfy the requirements of California Water Code Section 10910 (SB 610). A WSA provides a detailed analysis to address the potential impact of the project water demands on water

The budget is based on preparing 6 WSAs at a cost of $16,450 each.
Maintain and Run Water Model
WSC will maintain the City’s InfoWater hydraulic model by updating the model with new developments, water improvement projects and any other changes to the City’s water system.
The budget is based on a budget estimate of $5,000.
Other Water Engineering Duties
WSC is available to the City to perform other water engineering services on an as-needed basis. Upon request from the City for larger tasks, WSC will discuss the needs of the specific task, and will prepare a scope, budget and schedule for the task for approval by the City. Several subtasks to be included under Other Water Engineering Duties have already been identified and are described below.
Hwy 395 Utility Coordination
WSC will support City staff in ongoing discussions regarding water main relocation along Highway 395 and participate in coordination meetings with City staff, San Bernardino County Transportation Authority, Caltrans, and their consultants, as-needed. This proposal includes as-needed support directed by the City.
This proposal includes a budget estimate of $20,000.
Brightline Utility Coordination

This proposal includes a budget estimate of $5,000.
2027 Annual Water Supply and Demand Assessment
WSC will prepare the City’s 2027 Annual Water Supply and Demand Assessment (AWSDA). WSC will coordinate with the City to obtain data to help estimate July 2026 – June 2027 demand and supply to be summarized in the California Department of Water Resources (DWR) required reporting tables. WSC will prepare draft and final tables and submit the final DWR tables via DWR’s online WUE Data Portal.
This proposal includes a budget estimate of $5,000.
