PROPOSAL FOR THE
EUCALYPTUS STREET EXTENSION OVER THE ORO GRANDE WASH
City of Malibu, SR 1/PCH Safety and Mobility Improvements Project, Malibu, CA Kimley-Horn assisted the City of Malibu and Caltrans with the preparation of a PSR-PDS, PA&ED, and PS&E for a series of safety improvements along approximately eight miles of SR 1/PCH. The project corridor is located entirely within Caltrans right of way and required extensive coordination with Caltrans throughout planning, environmental clearance, design, and implementation.
PCH serves as the backbone of mobility for the Malibu community, accommodating regional travel, local circulation, emergency response, transit service, pedestrian activity, and coastal access. The corridor has experienced a significant history of speed-related and severe injury collisions, prompting the City and Caltrans to advance a comprehensive safety improvement program. The corridor includes 13 signalized intersections over approximately eight miles of roadway.
As part of the PSR-PDS and subsequent project phases, Kimley-Horn worked with City and Caltrans staff to define project purpose and need, evaluate alternatives, identify environmental and implementation constraints, prepare cost estimates, and develop improvements that balanced safety, mobility, operations, and constructability considerations. The project successfully advanced through environmental clearance, final design, and construction and was recently completed with a ribbon-cutting celebration.
Relevance to Eucalyptus Street
Preparation of a Caltrans-compliant PSR-PDS, including purpose and need development, alternatives evaluation, risk assessment, cost estimating, and implementation planning
Advancement through PA&ED and PS&E, providing continuity from planning through final design and construction Extensive coordination with Caltrans on improvements located entirely within State right of way Evaluation of a major transportation corridor serving regional and local mobility needs Identification and management of environmental, utility, operational, and constructability constraints affecting project delivery Development of realistic project costs, schedules, and implementation strategies to support funding and project delivery Construction Value: $22.4M

The project was funded through the Highway Bridge Program (HBP) and delivered in coordination with Caltrans District 8 Local Assistance and Structures Local Assistance, requiring advancement through the full Caltrans project development process, including Project Study Report– Project Development Support (PSR-PDS), Project Report (PR), and Plans, Specifications, and Estimates (PS&E).
The project involved replacing a critical transportation structure that provides regional connectivity across one of the largest railroad facilities in the High Desert. During the PSR-PDS and Project Report phases, Kimley-Horn supported preliminary engineering, bridge advance planning studies, alternative evaluations, environmental documentation, and project development efforts necessary to establish project feasibility and advance the project toward programming
and final design.
The project included drainage and hydrology analyses, traffic management planning, water quality studies, utility relocation coordination, right-of-way acquisition support, environmental clearance, and participation in a formal value analysis study. The project required extensive coordination among the City of Barstow, Caltrans Local Assistance, bridge design specialists, utility owners, railroad stakeholders, and regulatory agencies to address complex structural, operational, and implementation constraints associated with replacing a major bridge facility over an active rail corridor.
Relevance to Eucalyptus Street
Replacement of a major transportation structure spanning a constrained corridor and requiring extensive coordination with outside stakeholders
Evaluation of bridge feasibility, advance planning studies, and implementation considerations for a critical crossing improvement Experience navigating complex project delivery requirements involving Caltrans Local Assistance, Structures Local Assistance, and Highway Bridge Program funding
Management of right-of-way acquisition, utility relocation, drainage, environmental compliance, and railroad coordination for a major infrastructure project

PROPOSAL FOR THE
EUCALYPTUS STREET EXTENSION OVER THE ORO GRANDE WASH
City of Lancaster, Avenue J/SR 14 (SR 138) Interchange PSR-PDS, PA&ED, and PS&E, Lancaster, CA
Kimley-Horn provided preliminary engineering, environmental clearance, final design, and construction support services for the SR-14/Avenue J Interchange Improvements project in the City of Lancaster. The project advanced through the full Caltrans project development process, including Project Study Report–Project Development Support (PSR-PDS), Project Approval and
Environmental Document (PA&ED), and Plans, Specifications, and Estimates (PS&E). Funded through Measure R Highway Equity Funds, the project required close coordination with Caltrans District 7, LA Metro, and City staff. The effort focused on improving safety, operations, and multimodal connectivity while converting the existing SR-14/Avenue J partial interchange into a full interchange.
During the PSR-PDS phase, Kimley-Horn developed and evaluated three alternatives to address congestion, multimodal safety, channelization improvements, and new freeway-to-local street connections. The study evaluated operational, environmental, drainage, utility, and implementation constraints and
established a framework for future project delivery. The project subsequently advanced through CEQA and NEPA environmental clearance during PA&ED before progressing into final design and construction.
The project was delivered in two phases. Phase 1 included approximately one mile of Class II buffered bicycle lanes, new medians, pavement rehabilitation, sidewalks, traffic signal modifications, and ADA-compliant curb ramp and driveway improvements along the local street system. Phase 2 included construction of two new freeway ramps, two ramp realignments, one ramp widening, removal of an existing ramp, infiltration trenches, complex storm drain infrastructure, and other interchange improvements within Caltrans right of way. Kimley-Horn also coordinated funding agreements and FTIP updates with LA Metro to support Measure R funding requirements.
Kimley-Horn completed PS&E in 2020 and continued providing design support during construction. The City completed construction of Phase 1 in April 2022, with the interchange improvements subsequently advancing through final implementation.
Relevance to Eucalyptus Street
Preliminary feasibility evaluation of a roadway extension intended to improve corridor connectivity Evaluation of alternatives and constraints associated with crossing an existing drainage channel/wash Assessment of hydraulic, grading, structural, utility, environmental, and constructability considerations Coordination with utility agencies, environmental resource agencies, and City stakeholders throughout project development Development of a practical and implementable roadway solution supporting long-term mobility, connectivity, and emergency access objectives

PROPOSAL FOR THE
EUCALYPTUS STREET EXTENSION OVER THE ORO GRANDE WASH
City of Rancho Cucamonga, Almond Street Extension, Rancho Cucamonga, CA Kimley-Horn provided preliminary feasibility evaluation, final design, and construction support services for the Almond Street Extension project, which closed a gap in the local transportation network between Carnelian Street and Via Verde Street in northwest Rancho Cucamonga. Early project efforts included evaluating corridor constraints, drainage crossings, grading requirements, utility conflicts, environmental considerations, and roadway alignment alternatives to determine the feasibility of extending the corridor and providing a continuous transportation connection. The project ultimately transformed an undeveloped dirt corridor into a fully accessible public roadway and established a secondary emergency evacuation route for the Alta Loma area.
A key element of the project involved extending the roadway across an existing drainage channel/wash while balancing hydraulic, grading, utility, environmental, and constructability considerations. The project includes a new 36-foot-wide local roadway, curb and gutter, driveways, storm drain infrastructure, culvert and headwall improvements, retaining walls, street lighting, utility coordination, and construction support services. Kimley-Horn conducted field investigations and worked closely with City staff to identify constraints, evaluate potential solutions, and develop a practical design approach that minimized impacts while achieving the City’s mobility, connectivity, and emergency access objectives.
Throughout project development, Kimley-Horn coordinated with utility providers, environmental resource agencies, and City stakeholders to address permitting requirements, drainage improvements, grading constraints, and adjacent property concerns. The project required careful evaluation of corridor feasibility, drainage crossing alternatives, and implementation challenges before advancing into final design and construction.
