Excerpt from the September 09, 2026 Regular Planning Commission Meeting PLAN25-00012 – City of Victorville
1. An Amendment to the Civic Center Community Sustainability Plan (Specific Plan) with an Initial Study and Mitigated Negative Declaration to update Table
4.2 and other impacted sections of the Specific Plan to allow for government facilities as a conditional use within the Civic Mixed land use district; and a Site Plan and Conditional Use Permit with an Initial Study and Mitigated Negative Declaration to allow for the development of a government facility, including a Police Station and a public park, on property located at the northwest corner of Seneca Road and Civic Drive.
Location: Southwest corner of Seneca Road and Civic Drive Recommendation:
Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions:
(1) Environmental Assessment – Recommend that the City
Council adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the subject Specific Plan Amendment, Site Plan, and Conditional Use Permit; and (2) Specific Plan Amendment – Adopt Resolution No. P-26-017, recommending City Council approval of the Specific Plan Amendment portion of Case No. PLAN25-00012 to allow for government facilities as a conditional use within the Civic Mixed land use district of the Civic Center Community Sustainability Specific Plan; and
(3) Site Plan – Adopt Resolution No P-26-018, recommending City Council approval of the Site Plan portion of Case No. PLAN25-00012, subject to the attached conditions of approval; and
(4) Conditional Use Permit – Adopt Resolution No P-26-019, recommending City Council approval of the Conditional Use Permit portion of Case No. PLAN25-00012, subject to the attached conditions of approval.
