James Murawski, Airport Director
Subject:
Award of a Construction Agreement for Readiness Road Rehabilitation, Project #MS27- 015
Recommendation:
That the Southern California Logistics Airport Authority (“SCLAA”) Board of Directors approve the award of a Construction Agreement to Vance Corporation for Readiness Road Rehabilitation, Project #MS27-015, with the total compensation not to exceed $794,730.87.
Fiscal Impact:
The award of this agreement will result in the expenditure of funds not to exceed $794,730.87 from budgeted capital improvement project funds from Off-Airport Account 4520145-55315-95129. The current available budget for this project is outlined as follows:
Fund Current Budget
4520145-55315-95129 $2,000,000
Strategic Plan Goal:
Goal E – Invest in Infrastructure: Project #MS27-015 invests in infrastructure by rehabilitating a main roadway surface that is utilized by multiple tenants at the Airport.
Background:
Readiness Road is located just outside the fence line of the Airport Operations Area and travels in a north-south direction from approximately the Airport Administration Office to Hangar 756 at the northeast side of the airport. The road connects multiple parking lots and is utilized by multiple tenants. The road was originally installed by the US Air Force and has experienced normal wear over the past few decades, with staff performing repairs as needed. However, the harsh climate conditions common to the Mojave Desert coupled with regular traffic have made the road surface irreparable in several places, with asphalt buckling and deteriorating into fragments in some areas. Furthermore, the thickness of the asphalt varies from a paltry 1 inch in some locations to 3 inches in others, with varying depths of road base observed underneath the asphalt.
Piecemeal repairs by staff have extended the life of various sections of the road many times, but due to its age, poor overall condition, and expected continued use by tenants, staff determined the best long-term remedy for Readiness Road was full-scale rehabilitation.
Discussion:
The section of Readiness Road that will be rehabilitated travels north from the Main Gate by the Air Traffic Control Tower to Building 720, where it turns at roughly 90 degrees and heads eastward towards Building 756. Full-scale rehabilitation of this section of Readiness Road will involve removing the existing failing asphalt pavement and road base down to the native soil, inspecting and strengthening the native soil where necessary, placing new road base, applying a minimum of 3 inches of new asphalt to match the existing grade, and adding the required roadway striping. Ancillary to the roadway pavement, several parking lot thresholds and parking areas that connect to Readiness Road will be repaved and restriped as part of the project. Additional modifications to several existing parking spaces, ramps, curbs, gutters, and signage will take place. In total, approximately 96,880 square feet of asphalt pavement will be replaced as part of the project.
A project of this size and scope requires the skills of an experienced, licensed contractor.
To procure such a contractor, staff worked with the City Engineering team and Purchasing team to develop the construction plans and solicitation package in compliance with Municipal Code §2.28.210, which outlines formal bidding procedures for Public Works contracts in excess of five hundred thousand dollars.
A Notice Inviting Bids for the project was advertised in the Daily Press on August 5, 2026, and in the San Bernardino Sun on August 12, 2026. The OpenGov online platform that is used to facilitate project solicitations of this magnitude notified seven hundred twenty-five contacts about the project on August 05, 2026. A job walk was held on August 27, 2026, which was attended by representatives from twelve contractors. On September 23, 2026, staff received ten bids for the project which are listed as follows:
Company: Location: Bid:
Vance Corporation Beaumont, CA $794,730.87
Sully Miller Construction Brea, CA $813,000.00
S. Christensen Engineering Apple Valley, CA $899,466.09 Cooley Construction Hesperia, CA $1,014,367.00
Granite Construction Indio, CA $1,044,000.00
C. A. Rasmussen, Inc. Valencia, CA $1,141,433.00

Hardy & Harper, Inc. Lake Forest, CA $1,277,000.00
Sol Construction Inc. Riverside, CA $1,454,078.00
Staff carefully evaluated each bid in accordance with Municipal Code §2.28.040 and determined that the best value bidder was Vance Corporation, on account of their experience, qualifications, and best overall price.
Therefore, staff requests and recommends that the SCLAA Board of Directors approve the proposed Construction Agreement by and between the SCLAA and Vance Corporation, for Readiness Road Rehabilitation, Project #MS27-015, in the amount not to exceed $794,730.87.
Staff remains available for any questions or comments you may have.
