Strategic Plan Goal:
The item is related to Strategic Plan Goal B, Public Safety, as the approval of the project will allow the Code Compliance team to proceed with the contracted services to demolish severely blighted and dangerous structures located within residential and commercial zones.
Background:
On September 9, 2026, a Request for Bids was posted by City Finance Staff on the City’s publicly available bid procurement system. The solicitation invited formal bids from qualified contractors holding a Class A, Class B or C21 Demolition contractor’s license with Hazardous Substance Removal certification to perform asbestos abatement, demolition, debris removal, disposal, and site clearance at four severely substandard properties located within the City of Victorville.
Contractors were informed that the project would be funded through the City’s Community Development Block Grant (CDBG) program requiring the selected contractor to comply with all applicable public works, prevailing wage, Department of Industrial Relations (DIR), registration, asbestos abatement, licensing, environmental, and CDBG requirements.
The solicitation required bidders to include all labor, materials, equipment, transportation, regulatory compliance, waste disposal and incidental services necessary to complete the asbestos abatement and demolition in accordance with the project specifications, provided asbestos survey reports, and applicable federal, state, and local requirements.
The solicitation also included the City’s insurance and indemnification requirements, payment schedule and procedures, and recycling and landfill diversion requirements.
On October 6, 2026, the City received six formal bids for the subject project. Interior Demolition Inc. was identified as the lowest overall bidder and the lowest bidder for each property, with a total bid of $284,658.21 (Attachment A). The bid package submitted by Interior Demolition Inc. was deemed complete and included a review of prior experience with similar projects and their qualifications. The Code Enforcement Official and Finance Department Staff found that Interior Demolition Inc. has the capacity and experience to execute this project in full.
In accordance with Victorville Municipal Code (VMC) 2.28.060 – City manager authority, the compensation amount exceeds the City Manager’s purchase and procurement authority of $125,000.00; therefore, the construction agreement is being presented to the City Council for consideration.
Discussion:
Asbestos abatement and demolition project MS27-034 consists of four properties of which three are privately owned and have previously sustained severe fire damage or have been severely damaged from ongoing vandalism. The fourth property is a vacant City owned residential property located at 18401 Shay Rd near Southern California Logistics Airport (SCLA). The City property is unused and located in an isolated area attracting nuisance activity and vandalism. Upon structure and site clearance, the property will remain vacant and under the control of SCLA.
The three privately owned properties are identified as 11757 Kittering Road, 13733 Starshine Drive and 16672 E Street. Pictures of each property and a map of the property locations are included as Attachment B.
11757 Kittering Rd.
The property located at 11757 Kittering Road sustained severe fire damage related to an illegal cannabis cultivation. The property is located in a rural residential area in the southwest area of the city. After the cannabis abatement action on June 8, 2026, Code Compliance Officers recorded a Notice of Pendency on the property with the San Bernardino County Recorders office and assessed several fines to the property owner.
To date, the property owner has not responded or corrected any property violations related to the cannabis cultivation of subsequent vandalism. 13733 Starshine Dr.
On April 2, 2026, the property located at 13733 Starshine Drive sustained severe and extensive fire damage due to an act of arson. The property is located in a high-density residential area requiring swift and continuous security response by the property owner to prevent unlawful access and personal injury. The Code Compliance Department later recorded a Notice of Pendency on the property with the San Bernardino County Recorders office and assessed several fines to the property owner due to ongoing violations and unmitigated access to the property.
Due to the circumstances related to the fire, the property owner’s two insurance companies requested time to investigate the fire however, both companies and the property owner continue to disagree on coverage requirements and have demonstrated a lack of action to consistently attend and secure the property. In preparation for abatement action, the Code Compliance Department obtained a structural report from an independent, certified structural engineer. The report concluded that several structural components had sustained damage beyond repair.
On September 16, 2026, one of the insurance companies submitted repair plans for this property but to date, has yet to respond to required plan corrections and have repeatedly informed us that their plan submittal does not mean that construction funding has been established. After numerous notices to the property owner and insurance companies to ensure breached access points throughout the property are quickly mitigated, all parties have yet to respond or take any action.
16672 E. St.
Since early 2024, the property located at 16672 E Street has continued to experience severe vandalism and in January 2025 the property sustained moderate damage as a result of a warming fire. The property is located near a park and adjacent to the City’s Animal Care and Adoption center. In response to public nuisance notices and fines assessed to the property owner by the Code Compliance Department, the property owner or his/her agents occasionally attended to the property by securing structure openings and minimally clearing debris. However, over time, Code Compliance Staff and law enforcement officers continued to find the structure unsecured and remove individuals found inside of the unhabitable structure.
The property recently completed a probate process and subsequently, the City informed the probate beneficiary, their attorney and their real estate professional to secure the property, clear debris from the property and submit plans for rehabilitation or demolition.
To date, the property remains unsecured and contains weeds and debris. No plans have been submitted, and the Code Compliance Department continues to find individuals unlawfully occupying the property.
Abatement Noticing and Procurement Process.
To date, the project properties continue to be significant public nuisances. No appeals of the proposed nuisance abatement actions were received from any of the property owners or other parties with an interest in the properties. Further, the property owners have not secured required rehabilitation, or demolition permits to correct these public nuisances.
Pursuant to VMC Section 16-6.04.030 - Abatement of Public Nuisances, the Code Enforcement Official is authorized to abate public nuisances, including obtaining a judicial warrant when necessary to complete the abatement. Related costs may be recovered by securing the expenses through a recorded Notice of Pendency and assessing them on the property as a property tax lien.
As the responsible parties for the properties listed above were not responsive to our initial compliance and punitive efforts, the Code Compliance Department obtained Litigation Guarantees from First American Title Company and issued a Notice to Abate. This notice informed all property owners and entities with legal interest – identified in the title report - of the City’s intention to abate the property by demolition and outlined the requirements to repair or demolish the structure under permit within 30 days of the Notice to Abate.
Additionally, Code Compliance Staff have continued electronic communication with all parties connected to the three privately owned properties, providing updates in the City’s abatement plans and bid solicitation progress, as well as requesting that they secure their properties and submit rehabilitation plans.
In preparation for abatement, Code Compliance Staff secured an asbestos and lead paint assessment completed under a court order. City Building Department Staff prepared a scope of work for a pending demolition action and presented the asbestos and scope of work plans to the Finance Department to complete a Request for Bids process.
On September 22, 2026, City Code Compliance, Building and Finance Staff conducted a job walk at the four properties. A total of 16 contractors attended the mandatory job walk.
The privately owned properties were accessed and opened for bidding and inspection purposes and resecured by City Staff under a court order.
On October 6, 2026, the following bids were received for all properties listed from lowest to highest bid:

Following consultation with Finance staff, Interior Demolition, Inc was selected. Finance Staff and the Code Enforcement Official reviewed the bids submitted and recommend the bid award as stated above. The Construction Agreement has been included as Attachment C.
As this contract exceeds the City Manager’s purchasing authority, Staff respectfully requests that the City Council award a Construction Agreement to Interior Demolition, Inc in the amount not to exceed $284,658.21, thereby authorizing Staff to proceed with asbestos abatement and demolition.
Staff remains available for any questions Council may have.
