Strategic Plan Goal:
This project aligns with Goal E, Invest in Infrastructure, in the City of Victorville Strategic Plan 2023-2026, as the improvements serve pedestrians by creating a safer crosswalk network near critical intersections. Pedestrians of various ages, especially school children and the physically disabled will benefit from the safety improvements at the nine crosswalk locations identified on the Vicinity Map (Attachment A).
Background:
On April 7, 2026, the City Council awarded a construction contract to Gentry General Engineering, Inc., in the amount of $501,912.50. This project installed Rectangular Rapid Flashing Beacons (RRFBs) at nine locations and removed and replaced noncompliant ramps at each installation location.
Discussion:
The Project was completed satisfactorily at a final contract price of $486,074.12 approximately 4% below the original contract amount. The final inspection occurred on August 17, 2026, when the project was substantially completed. The one-year warranty on the improvements began on the date the work was accepted as substantially complete.
Per California Public Contract Code §7107(c), within 60 days after the recordation of the Notice of Completion, the City can release the final retention monies withheld on this project, provided there are no claims or unreleased liens against the contract.
Staff recommends that the City Council accept as complete and approve the Notice of Completion for the 2025 Rectangular Rapid Flashing Beacons Project and authorize the City Manager to execute the Notice of Completion.
Staff is available for any questions Council may have.
