Victorville Strategic Plan 2026-2029
Recommendation:
That Your Honorable City Council adopts the City of Victorville Strategic Plan 2026- 2029.
Fiscal Impact:
There is no fiscal impact associated with the approval of the City of Victorville Strategic Plan 2026-2029.
Background:
In 2019, the City Council provided direction to facilitate a governance workshop as well as to develop a long-term vision, mission, and goals for the City of Victorville. Resulting from that direction, a three-year Strategic Plan was adopted in October of 2020. In the first three-year plan, the Council established a new mission, vision, values, multi-year goals and various strategies for achieving those goals. Since adoption of the plan, City staff have worked to achieve the goals that were established, and the City was able to accomplish or make meaningful progress on all the seven goals approved by the Council.
On August 15, 2023, the City Council adopted its second Strategic Plan for the period of 2023-2026. This Strategic Plan updated the mission and vision statements so they better aligned with the goals of the Council and the City. Additionally, the seven goals from 2020 were retained, however, new and updated strategies were established for achieving each goal. The plan focused on City Council priorities and financial sustainability; public safety; community and economic development; reduce homelessness; invest in infrastructure; communications and outreach; and organizational effectiveness and sustainability.
Altogether, our Strategic Plan process over the last 6 years has become a tradition for City Council and staff. It has proven helpful as it sets shared goals across every department and provides common direction while complementing the day-to-day work and plans already in place. Finally, it is a very important tool that assists management in its budgeting and funding of strategies adopted by Council.
Discussion:
In February 2026, staff began working with the firm Raftelis to assist with the development of the new Strategic Plan which will provide the City with a clear path and a clear set of goals and strategies through FY 2028-2029. The new three-year Strategic Plan, covering the Fiscal Years 2026-2027 through 2028-2029, essentially builds on the first two Strategic Plans adopted in October 2020 and August 2023 respectively. Developing the Strategic Plan was a collaborative effort involving the City Council as well as the leadership team with input from the community and City of Victorville employees. The process began with individual interviews with members of the Council intended to seek their input regarding accomplishments, major challenges facing the City and key priorities for the next three years. During the planning process, all City departments completed a status update worksheet providing information about accomplishments, items in progress, and detailed information about projects and initiatives of importance over the next several years. On July 30, 2026, the Council held a workshop focused on the City’s vision, mission and values, and updated strategies along with Strategic Plan items of interest expressed by members of the Council.
In this new Strategic Plan, we have updated the vision and mission statements, so they are better aligned with the goals of the Council and the City.
Vision – Victorville leads the region as a premier destination for opportunity, innovation, and quality of life – a city where residents thrive and one the region looks to for the future.
Mission – Connecting with our community to better serve the compassion, responsiveness, and commitment, proactively delivering high-quality public service that provide for safety, wellbeing, and quality of life.
Additionally, we retained the seven goals from 2023 and established new and updated strategies for achieving each goal. Our plan focuses on City Council priorities of financial sustainability; public safety; community and economic development; reduce homelessness; invest in infrastructure; communications and outreach; and organizational effectiveness and sustainability. The Strategic Plan also reincorporates our core values, which are as follows:
Integrity: We model ethical behavior in our words and actions. We lead by example to positively represent the City and community.
Excellent Customer Service: We commit to being responsive to individuals, listening to the community, and serving all with compassion and excellence.
Accountability: We work to the highest standards of proficiency and expertise. We are accountable to the public, the city of Victorville, and ourselves.
Transparency: We safeguard public trust through open
communication and honest business practices. Our credibility depends on our conduct and stewardship of resources.
The attached City of Victorville Strategic Plan 2026-2029 is being presented for adoption at this time.
