CALL TO ORDER / ROLL CALL - Mayor Jones called the Special Session to order at 5:00 p.m.
COUNCILMEMBERS
PRESENT: Miles, Frackelton, McBride, Wu, and Jones.
ABSENT: None
PLEDGE OF ALLEGIANCE TO THE FLAG - The Pledge of Allegiance was led by Councilmember McBride.
PUBLIC COMMENTS
Mayor Jones opened public comments. There being no speakers Mayor Jones closed the public comments.
NEW BUSINESS
1. 2025-26 Budget Workshop Presentation
City Manager Steve Franks opened the session with a brief overview of the FY 2025-26 budget process. He noted that tonight, staff would provide the council with an overview of the current year budget expenditures and projections, and the opportunity to outline policy issues facing the council. He stated the outlined agenda for the evening would be the year-end projects for the current year, the FY 2025-26 revenue assumptions, the FY 2025-26 estimated finance and expenditure issues, and time for council direction. City Manager Steve Franks reported that the city was over-realizing revenues and under- expending, leaving the city in good financial condition. He emphasized that it was the city's practice to underestimate revenues and overestimate expenditures.
Finance Director Lee provided an overview of the city's current and proposed budget status. A PowerPoint Presentation was displayed, which detailed the information noted by the City Manager.
During the presentation, City Manager Steve Franks responded to various inquiries regarding the sewer maintenance, carried-over funds, sales tax revenue, state funding, and unfunded liabilities in the pension fund.

Discussion ensued on various FY 2025-26 expenditure issues, including matters of the City Hall maintenance and improvements, Villa Park Rd. Median project, Orange County Sheriff's Department contract, license plate readers, CASLAR, the City's contribution to Bridges at Kraemer's Place, the reclassification of Senior Management Analyst to Assistant City Manager, and homeless shelter operations (North SPA agreement).
Councilmember Frackelton requested that staff return with a list ranking the priority of the discretionary pending issues.
There was no action or further discussion on this matter. As there were no public comments and no further Council comments, Mayor Jones adjourned the meeting.
ADJOURNMENT
The meeting was adjourned at 6:30 p.m. to the next regular Council meeting to be held in person on Tuesday, April 22, 2025.
