6 Federal Funding administered by the National Park Service (NPS), requires NEPA review.
In California, funds administered by the California State Parks Office of Grants and Local Services (OGALS)
City notified in 2019 of recommendation of $2,448,588 grant award by the National Park Service.
Estimated review time by NPS was 12-18 months.
Grant application included Basin G as part of the match. Design commenced in anticipation of funding.
Due to critical Basin G funding deadline, the two projects have now been separated (other than the recreation equipment). 7 Basin F CP0371

8 Project as scoped in the application has been altered. Basin G has been removed as the match.
All groundwater recharge elements included in the original scope are not eligible for reimbursement or to be used as a match. This results in a decrease of the grant reimbursement. Groundwater Recharge elements are needed and not funded with grant.
Grant requires area be placed in a federal land deed restriction. 9 10
I move to appropriate the funds as identified in the
Staff Report for Basin G; authorize the City
Manager to decline a grant of approximately $2.4
million from the Federal Land and Water
Conservation Fund (LWCF); authorize staff to
complete design of Basin F and release any
remaining City match funds back to the funds; and
to pursue appropriate grant funding for the
construction of groundwater recharge Basin F.
