A RESOLUTION OF THE CITY OF VISALIA AUTHORIZING THE GRANT APPLICATION, ACCEPTANCE, AND EXECUTION FOR THE LINWOOD EMERGENCY DROUGHT PROJECT WHEREAS, The City of Visalia proposes to implement The Linwood Emergency Drought Project; WHEREAS, The Linwood Emergency Drought Project is being implemented in response to a drought impact along Linwood Street north of Mineral King Avenue where eleven residential properties within the City limits, previously serviced private wells, now dry or diminished, do not have a connection to domestic water service, these properties are seeking domestic water service through, Cal-Water, the local water service provider; and WHEREAS, The City of Visalia is seeking grant funding from the State of California to pay for domestic water service connections along with modifications to Cal-Water’s water service system needed to serve this area; and WHEREAS, The City of Visalia has the legal authority and is authorized to enter into a funding agreement with the State of California; and WHEREAS, The City of Visalia has negotiated with Self Help Enterprises, a non profit entity with experience in administering similar drought emergency grants from the State of California to provide grant administration and coordination for the project; and WHEREAS, The City of Visalia intends to apply for grant funding from the California Department of Water Resources for The Linwood Emergency Drought Project THEREFORE, BE IT RESOLVED by The City of Visalia as follows:
That pursuant and subject to all of the terms and provisions of the California State Budget Act of 2021 (Stats. 2021, ch. 240, § 80), The Visalia City Manager or designee is hereby authorized and directed to prepare and file an application for funding with the Department of Water Resources and take such other actions as necessary or appropriate to obtain grant funding and to utilize grant funds to pay for the design, construction and installation of the necessary water system improvements.
The Visalia City Manager, or designee is hereby authorized and directed to execute the funding agreement with the Department of Water Resources and any amendments thereto.
The Visalia City Manager is authorized and directed to enter into an agreement Self Help Enterprises for grant administrative services.
The City of Visalia City Manager, or designee is hereby authorized and directed to submit any required documents, invoices, and reports required to obtain grant funding.
