Department Recommendation:
It is recommended that the Council adopts Resolution 2022-64 declaring the results of the General Municipal Election held on November 8, 2022 electing Liz Wynn to Visalia City Council District 1 for the 2022-2024 partial term as a result of the untimely death of the previous Council Member, and electing Brian Poochigian, Emmanuel Soto, and Steve Nelsen to Visalia City Council Districts 3, 4, and 5 respectively for the 2022-2026 term.
Background Discussion:
Pursuant to Article V of the Charter of the City of Visalia, and in accordance with the general laws of the State of California applicable thereto, an election was held on November 8, 2022 to elect four members to the City Council of the City of Visalia. There was a total of 27,055 votes cast by 57,613 registered voters and the people of the City of Visalia elected Liz Wynn, Brian Poochigian, Emmanuel Soto, and Steve Nelsen to the to the Visalia City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VISALIA
DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION
OF NOVEMBER 8, 2022 VISALIA CITY COUNCIL
WHEREAS, a General Municipal Election was held in the City of Visalia on November 8, 2022, pursuant to the provisions of Article V of the Charter of the City of Visalia, and in accordance with the general laws of the State of California applicable thereto, for the following purpose:
Elect four members of the City Council of the City of Visalia: and
WHEREAS, this being the time set by the Charter of the City of Visalia for declaring the results, and being in possession of certified results from the County of Tula re Registrar of Voters who has duly canvassed said return,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Visalia, and it is found by said Council as follows:
(a) That the total number of legal ballots cast in said election for District 1 was and is 8,407.
That the total number of legal ballots cast in said election for District 3 was and is 9,037.
That the total number of legal ballots cast in said election for District 4 was and is 4,257.
That the total number of legal ballots cast in said election for District 5 was and is 5,354.
(b) That the following named persons were candidates and/or were voted for at said ele ction for the office of Member, Visalia City Council, and received the highest number of votes cast for said office:
District 1: Liz Wynn 4,262 votes received.
District 3: Brian Poochigian 5,962 votes received.
District 4: Emmanuel Soto 1,981 votes received.
District 5: Steve Nelsen 2,997 votes received
(c) That the number of votes given for each of said candidates for the office of Member, Visalia City Council, is described on the attached certified election report; and
BE IT FURTHER RESOLVED and declared by the City Council of the City of Visalia in accordance with the provisions of Article V of the Charter of the City of Visalia t hat the following named persons were elected at said election to the office of Member, Visalia City Council, to wit:
District 1: Liz Wynn term of office: 2022 - 2024 (short-term) District 3: Brian Poochigian term of office: 2022 - 2026 District 4: Emmanuel Soto term of office: 2022 - 2026
District 5: Steve Nelsen term of office: 2022 - 2026
