September 13, 2022
Call to Order/Roll Call
The Visalia Parks & Recreation Commission met in a regular meeting on Tuesday, July 12, 2022, at City Hall West located at 707 W. Acequia Avenue, in Council Chambers. The meeting was called to order by Commission Chair Lisa Walsh at 5:30pm.
Members Present: Steven Woods, Lisa Walsh, Samantha Wagner, and Edgardo Monroy City Staff: Alvin Dias, Laurissa Roggenkamp, Eric Ferreira and Leslie Caviglia
1. Public Comment: None
2. Review and Approve the Minutes of the Regular Meeting of July 12, 2022
MOTION: Motion to approve the minutes as presented, Woods/Wagner; Motion carried 3-0
3. Recommendation to Council on Additional Funding for Increased Construction for the Proposed Riverway Dog Park – Alvin Dias, Parks & Facilities Manager and Jaklin Rowley, City of Visalia Engineering Department
Recommendation:
That the Parks & Recreation Commission, by motion, make a recommendation to City Council to approve the additional funding needed for the Riverway Dog Park.
MOTION: Motion to approve the recommendation as presented, Woods/Wagner; Motion carried 4-0
4. Presentation: Recreation Summer Program Recap – Laurissa Roggenkamp, Parks & Facilities Manager and Eric Ferreira, Recreation Supervisor
5. Update on City Council Reports & City Staff Announcements • Recreation Programs and Special Events – Laurissa Roggenkamp, Recreation Manager
o Flag Football begins Saturday, 9/17/22 at Whitendale Park; 484 participants registered
o Visalia Senior Center Open House on Thursday, 10/13/22; currently 30 vendors
o National Night Out on Tuesday, 10/4/22 at Recreation Park, hosted by Visalia Police Department
o 94 applications received for Recreation Coordinator position; interviewing soon; commissioners will be invited to sit on interview panel for final 8 APPROVED 10/11/22
2 • Parks & Urban Forestry Projects, Programs and Special Events – Alvin Dias, Parks & Facilities Manager
o Park wells update
o Irrigation repairs
o Playground resurfacing projects
o New Lead Custodian was hired
o One proposal received for the design of the Inclusive Playground. Proposal being reviewed Thursday, 9/15/22
o Issues with recreation vehicles being parked beyond the City Park Ordinance allowed time periods; TEP signs installed along the dirt lot next to the golf course; working with other City departments
o Working with Engineering on the Downtown lighting project; removed dead trees; tree pruning downtown
o Amazon volunteers helped paint restroom doors and picnic shelters at Riverway; also wanting to help at Make A Difference Day on October 29th o Turf removed at Pappas Park and circular drive at the library to reduce water consumption; Pappas turf replaced with drought tolerant landscaping o Riverway splash pad passed Tulare County Health inspection; some minor repairs needed; first year splash pad not shut down for repairs • Administrative Items –
o Leslie Caviglia, City Manager:
▪ Announced the new Parks & Recreation Department Director, Kelli Kincaid, will be starting 10/17/22
▪ Distributed Monthly Economic Report to commissioners
▪ Housing Element
6. Commission Requests and Comments:
• Visalia Community Enhancement Foundation Report – Lisa Walsh, Commission Vice Chair
o 6 potential new board members
▪ One person with dog training for veterans
▪ Others from a water polo program
