3 . GIS
3.1 OVERVIEW
Axon incorporates a multi-tenant, Axon-hosted ArcGIS Enterprise instance for certain GIS functions along with our existing ArcGIS Online solution. This new infrastructure meets our customers’ stringent requirements for high availability GIS data in mission-critical uses.
3.2 GIS TERMINOLOGY
Feature Layer: A single map layer that can be created from a Map Service or Feature Service, ArcGIS Online or ArcGIS Enterprise portal items, or from an array of client-side features. The layer can be either a spatial (has geographic features) or non-spatial (table).

Geocoding: Also called address geocoding, this is the process of taking a text-based description of a location, such as an address or the name of a place, and returning geographic coordinates, frequently latitude/longitude pair, to identify a location on the Earth's surface.
Reverse Geocoding: A process that converts geographic coordinates to a description of a location, usually the name of a place or an addressable location. Geocoding relies on a computer representation of address points, the street / road network, together with postal and administrative boundaries.
Routing: Routing services allow you to perform several types of spatial analysis on transportation networks, such as finding the best route across a city, finding the closest emergency vehicle or facility, identifying a service area around a location, or servicing a set of orders with a fleet of vehicles. Basemaps: Serves as a reference map on which you overlay data from layers and visualize geographic information. An individual basemap can be made of multiple feature, raster, or web layers.
Geocoder: A web service which provides geocoding information. Customers can define their own and expose them as APIs.
565
Version 1.23 9
3.3 AXON GIS COMPONENTS AND
ARCHITECTURE
The ArcGIS Online service does not offer an SLA for many of their components. Because ArcGIS Online does not offer an SLA, Axon cannot ensure consistent performance if an agency opts to use ArcGIS Online for any of its GIS services.
The exception to this is the ArcGIS Online Map Tiles and Satellite Imagery, which are static assets hosted on reliable modern Content Delivery Networks (CDN) by ESRI. By leveraging their CDN-hosted assets, map render time and performance are dramatically improved. However, in the unlikely event that ArcGIS Online map tiles become unavailable, Axon has the ability to switch to a backup copy running on Axon’s servers. Due to the massive size of satellite imagery, Axon currently does not offer a backup copy of the satellite imagery at this time but may consider this for future requests.
When accessing Map Tiles and Satellite Imagery, no customer data (such as addresses or GPS coordinates) are sent to 3rd party services.
3.4 GIS REQUEST FLOW
For Axon to host your feature layers in our ArcGIS Online account, we require two key items:
A complete set of layer configuration files for each layer as enumerated below, with all files for all layers bundled into a single .zip file The numbered list describing the stacking order in which the layers should be applied when selected by end users file requirements for Layer Configuration
Agencies requiring Axon to host their feature layers must send layer files to their Axon representative in a single .zip file with optional internal folder structure. For each layer, agencies should include files as follows:
3.5 GIS REQUIRED LAYERS
Shapefile (.shp extension) to represent spatial vector data, including points, lines, and polygons in a map
Index File (.shx extension) to represent shape index position dBASE File (.dbf extension) to store attribute data and object IDs 566
Version 1.23 10
3.6 GIS OPTIONAL LAYERS
Projection File (.prj extension) to specify the metadata associated with the shapefiles coordinate and projection system
XML Metadata File (.xml extension) to represent the metadata associated with the shapefile
Spatial Index File (.sbn extension) to optimize and speed up spatial queries, used with .sbx files
Spatial Index File (.sbx extension) to optimize and speed up spatial queries, used with .sbn files
Code Page File (.cpg extension) to describe the encoding applied to create the shapefile

4 . PROJECT MANAGEMENT
4.1 MANAGEMENT RESOURCES
Both parties assign a project manager to ensure completion of deliverables.
Axon’s project manager ensures all team members from Axon and the agency are continually updated on the status of the project.
4.2 REQUIREMENTS PLANNING
All project requirements are documented during the kick-off and discovery phases of the project.
Once the agency and Axon agree on all requirements, Axon’s project manager works with the agency’s project manager to develop a project plan for Axon’s implementation.
4.3 CHANGE CONTROL
If any changes in the project cause a material increase or decrease in fees, as determined by Axon, an adjustment in the fees will be agreed upon between the agency and Axon. All PCO forms must be approved and signed by the agency authority (Attachment_B).
The agency acknowledges a proposed change request might have an impact on both scheduling and cost for the project that will be outlined in the PCO form.
4.4 PROJECT METHODOLOGY
Axon utilizes a hybrid approach to project management, utilizing aspects of both Agile and Waterfall methodologies. We use Waterfall for the overall project, with respect to major milestones. We utilize Agile during the configuration and build phases of the project.
4.5 MILESTONE COMPLETION REPORT (MCR)
Axon submits an MCR to the agency for approval upon completion of a milestone. Milestone Completion Report included (Attachment A).
Upon receiving an MCR, the agency has 14 calendar days to approve the milestone completion. If the agency has issues related to the milestone completion, the expectation is that the agency responds in writing to 568
Version 1.23 12
Axon with any issues related to the MCR within the 14 calendar-day window.
569
Version 1.23 13
5 . AGENCY COMMITMENTS
Ensure the reasonable availability for meetings, phone or email of knowledgeable staff and personnel to provide timely and accurate documentation and information to Axon.
Identify holidays, non-workdays, or major events that may impact the project.

Visalia City Council
Staff Report
Visalia City Council
707 W. Acequia
Visalia, CA 93291
File #: 23-0222 Agenda Date: 6/5/2023 Agenda #: 3.
Agenda Item Wording:
Receive, review, and discuss the completed drawing set portion of the in-progress Visalia Municipal Airport (VMA) Airport Layout Plan (ALP) prior to its submission to the Federal Aviation Administration (FAA).
Deadline for Action: None
Submitting Department: Administration - Airport
Contact Name and Phone Number:
Jody Miller, Airport Manager, (559) 713-4282, [email protected] Nick Mascia, Assistant City Manager, (559)713-4323, [email protected] Department Recommendation:
Staff recommends that City Council receive, review, and discuss the completed drawing set portion of the airports in progress ALP prior to its submission to the FAA.
Background Discussion:
As with most, if not all airports, the Visalia Airport relies on federal funding to maintain operational solvency. A majority of the Visalia Municipal Airport’s (VMA)’s capital projects are approved by Federal Aviation Administration (FAA) which then qualifies the projects for 90% federal funding. In order to be eligible for funding, the FAA requires specific reports and plans be completed and submitted for approval.
These major reports which are what we use for any development on the airfield and to ensure full compliance with FAA and State regulations include:
· Airport Layout Plan (ALP) Update
(Establishes existing and future land use and development options for the airfield) · Primary Management/Compliance Document
(Establishes and verifies the airfields plan to meet all FAA requirements) · Environmental Assessments/Land Use
(When necessary to be completed before any project on the airfield to ensure that all environmental and land use regulations are being followed) · General Aviation (GA) Terminal Design
(To be completed and submitted to the FAA for approval prior to any future GA terminal development)
· Storm Water Pollution Prevention Plan (SWPPP)/Wildlife Hazard Plan (Establishes parameters to follow for both Storm Water Pollution Prevention, and Wildlife Visalia City Council Page 1 of 4 Printed on 6/2/2023

Hazard that meet all FAA and state regulations)
In anticipation of these future reports, staff solicited vendors in November 2020 for an updated Airport Layout Plan (ALP), with City Council awarding to Coffman Associates in December 2020. Previously FAA permitted planning and engineering to be performed under a single consultant, however FAA updated the requirement to require airports to have two different consultants. Coffman Associates then began work on the ALP update in November 2021.
A current FAA approved ALP is a prerequisite for issuance of any federal grant funding. In addition, any sponsor who has received a grant for airport development is obligated to maintain an updated ALP. An ALP serves as a critical planning tool that depicts both existing facilities and planned development for an airport. Completion of the update to the ALP is paramount to the future of the airport, as our current ALP was accepted by FAA in 2005 and is currently outdated.
ALP Timeline:
November 2021 - December 2022: Aviation Forecast and Narrative Report - This portion of the ALP was submitted and approved by the Federal Aviation Administration in December 2022. It was previously presented for review to City Council at the January 17th, 2023 Council meeting.
November 2021 - May 2023: AGIS, Survey, and Photogrammetry work - This data is being collected throughout the project and is used in producing the Aviation Forecast, Narrative Report, and Airport Layout Plan Drawing Set.
November 2022 - May 2023: Airport Layout Plan Drawing Set - This is what Airport Staff are requesting permission to submit to the FAA for review and ultimately acceptance. Once the FAA reviews and accepts the drawing set independently (expected to take 1-3 months) Airport Staff, in conjunction with representatives from Coffman Associates, will prepare (2 week turnaround) the final ALP full submittal to the FAA for review and final approval (1-3 months expected review time).
On pages 11-13 of the attached ALP drawing set, City Council will find (buildings numbered 1 through 50) the existing hangar and aviation use facilities at Visalia Municipal Airport, and (buildings labeled A through AA) the recommended locations for future aviation development on the airfield per the Coffman ALP.
In the “Development Zones” attachment City Council will find both the current land use breakdown at Visalia Municipal Airport as well as areas identified for future development opportunities.
Dual Purpose ALP:
Additionally, in the course of their efforts on the ALP, Coffman Associates have determined that parts of Highway 99, Highway 198 and Aviation Way are now in what is considered Runway Protection Zones. What this means is that we are technically not following current FAA design and safety guidelines, however they are considered grandfathered into the current airport configuration. Should the City choose in the future to extend the runway length these grandfathered accommodations would go away, leaving the airport potentially ineligible for future Federal Airport funding meaning all future funding would have to come solely from the City itself.

File #: 23-0222 Agenda Date: 6/5/2023 Agenda #: 3.
With that in mind, Coffman Associates have designed the proposed ALP drawing set to be viable both with or without a runway extension (dual purpose), eliminating the need to re-do the project should the City of Visalia and Visalia Municipal Airport eventually choose to move forward with a runway extension.
“Reserve” Land Use Designation Adjacent to Visalia Airport:
The ALP will determine the use within the perimeter fence of the airport. Currently outside the fence under the 2013 General Plan, the land use designation for much of the surrounding area is identified as “reserve”. The Community Development Department has secured a proposal, in response to an RFP, that was circulated regarding Industrial Land Inventory Analysis (ILIA). The purpose of the ILIA is to aid the City of Visalia in increasing its supply of industrial land to accommodate future development. It is anticipated this analysis will review the Reserve Area as a potential future area where industrial land use designations may be considered given the proximity of reserve land adjacent to the VA and Highway 99. The preparation of the ILIA is anticipated to be completed in Spring 2024. Information provided in the report could then become the catalyst for the City to seek contemplation of designating land uses within the Reserve Area as outlined in Land Use Policy LU-P33 of the Visalia General Plan. Consideration to designate land uses in the Reserve Area will require the preparation of an RFP to secure a “planning” land use consultant to help lead this effort for the City in establishing specific land use designations for the entire “reserve” area. Although Community Development staff has not contemplated a timeline for this endeavor, staff would tentatively anticipate a two-year timeframe to complete this process once a consultant has been selected. Given the current ILIA completion timeline, staff would tentatively consider the Reserve Area land use update process to begin December of 2024 having the consultant actively working on it.
Essential Air Service:
Airport staff also would also like to note that the agreement to forego Essential Air Service (EAS) in 2016 is in place through 2026. At that time the City would have the option to return to EAS should we choose to go that route, though it would require considerable infrastructure updates (Fire, Safety, Terminal) to pivot from the current plan of catering to private jet, general aviation, and cargo flights to qualify for the EAS program. These discussions will happen during the 2024/2025-2025/2026 budget preparation cycle to ensure that the City and Airport Staff have a plan to move forward with in place for whichever path forward is selected.
Fiscal Impact:
Once the ALP update is completed, the document will be what drives FAA funding of the airport over the next 15 years. Any future Capital Improvement Project fund grants would require a 10% city match and Staff will update the CIP budget accordingly to match this plan.
The ALP update is a fixed budget project at $292,000, costs to date are $240,000, paid from 4040- 72000/CP0434. However, it is a 100% funded project from the FAA which has distributed reimbursements monthly for any expenses, leading to zero costs being incurred by the City of Visalia.

Prior Council Action:
December 21st, 2020 - City Council approved a 5-year professional services agreement between the airport and Coffman Associates that included the ALP update under their scope of work.
November 1st, 2021 - City Council authorized the acceptance of federal funds in the amount of $307,461 to pay for the ALP update.
January 17th, 2023- Airport Staff presented to City Council for review the Narrative Report and Aviation Forecast elements of the ALP update.
Alternatives: City Council could choose to not receive, review and discuss the drawing set of the ALP prior to it’s submission to the FAA, instead requesting a presentation once the ALP has been accepted by the FAA.
