Description
The Tulare Irrigation District (District or TID) requests temporary water pumps to be placed in various locations throughout our district to provide flood relief, to increase use of surface water for irrigation, and to increase recharge demand. By increasing spreading capacity, TID will reduce the amount of water spilled from Lake Kaweah to the Tulare Lake Bottom by approximately 6,800acre feet, which is currently facing significant flooding concerns. The pumps are expected to run from May 15, 2023, to July 15,2023. The 300 mile TID distribution system of canals and ditches traverses in a southwest direction and spills into the Lake Bottom at the southwest corner of our District. We have three spill locations that send water to canal systems that increase flooding potential in the Tulare Lake Bottom. These flood diversions carry out the recent Governors executive orders N423 and N623 to do everything possible to maximize flood diversions. Tulare Irrigation District has exhausted all resources and is unable to procure materials locally for this action. TID ID proposes the following locations for increased diversion and spreading: •Swall Basin – 125acre recharge basin: Install two 20 cubic feet per second (cfs) pumps toincrease the diversion capacity by approximately 20 cfs.
•City of Tulare Liberty Stormwater Basin – Existing stormwater basin: Install a 5 cfs pumpto provide diversion into an existing stormwater basin adjacent to the Liberty Ditch.
•Nichols Fallow Field – 35acres provided by Nichols Farming to increase groundwaterrecharge: Install a 5 cfs pump and gated pipeline to provide recharge on the 35 acres.
•Visser Fallow/Farmed Field – 130acres provided by Visser Farming to increasegroundwater recharge and surface water usage: install 5 cfs pump from VLine Ditch
