Subject: Temporary Pump for Flood Water Layoff and Groundwater Recharge The City of Visalia will be installing tem porary pumps to deliver water from the Kaweah River System to People’s basin site from Kaweah Reservoir releases, and two additional agricultural sites that have been modified to accept considerable amounts of water due to high percolation, located at the City of Visalia’s Eastside Regional Park. The temporary pumps should be capable of diverting a total of 60 C FS off of the Kaweah system, which equals approximately ~120 acre-feet per day or ~3,000 acre-feet per month, from May through November.
Peoples Basin
The entrance to Peoples Basin is located at the intersection of Road 204 and A ve 322 in Woodlake, C A. the basin is approximately one q uarter mile south of the entrance, adjacent to the lower Kaweah River.
This basin is approximately 8 miles upstream of the City of Visalia. A temporary 24-inch diesel pump will be placed on the bank o f the Lower Kaweah R iver, and d ivert water 40 f eet north, into the b asin. The components needed to op erate t his pump include a 24-inch diameter diesel pump, 40 feet of intake hose, 100 feet of discharge lin e, pipe fittings, a pump meter, and a separate e xternal 400-gallon fuel cell. The equipment needed would be rented on a monthly basis. The pump should be capable of diverting 30 CF S. • Estimated Monthly Pump System Rental Cost: $38,000
• Estimated Monthly Fuel Costs: $6,000
• Estimated Initial Fixed Cost: $16,000
• Estimated Total Costs from May through November (7 months): $324,000 Eastside Regional Park
The Eastside Regional Park is a planned mixed use park complex, which includes sports fields, groundwater recharge basins, natural walking trails, and beneficial California native habitat. Currently, the City of Visalia owns the entire portion of the planned project and is currently construction the first phase of the park complex. Two of the undeveloped fields within the complex boundary are adjacent to Mill Creek, a body of water which runs seasonally through the center of the city from east to west.

- Field 1, which is located north and adjacent to Mill Creek and is comprised of 120 acres of fallowed walnuts, of which over 90% are deceased. A two-foot-high berm has been constructed around the perimeter of the field in order to retain diverted flows from Mill Creek. This Field can be outfitted with an 18-inch diameter trash pump which would divert water from Mill Creek and deposit the water approximately 80 feet north, into the field. The pump should be capable of diverting 20 CFS.
- Field 2, which is located south and adjacent to Mill Creek, opposite Field 1, and is comprised of 40 acres of fallowed pecans, of which over 40% are deceased. A two-foot high berm has been constructed around the perimeter of the field in order to retain diverted flows from Mill Creek .
This Field can be outfitted with an 12 inch diameter trash pump which would divert water from Mill Creek and deposit the water approximately 80 feet north, into the field. The pump should be capable of diverting 10 CFS.
Two temporary pumps will be placed on the bank of Mill Creek intended to divert water from mill creek into the adjacent fields. An 18-inch diameter pump will be placed on the north bank, and divert water into Field 1, and the second 12-inch diameter pump will be placed on the south bank a nd divert water into Field 2. The components needed to operate this pump include the two mentioned pumps, 80 feet of intake hose, 200 feet of discharge line, pipe fittings, two flowmeters, and two separate external 400-gallon fuel cells. The equipment needed would be rented on a monthly basis.
• Estimated Monthly Pump System Rental Cost Total: $22,000 o 18 In Trash Pump: $16,000
o 12 In Trash Pump: $6,000
• Estimated Monthly Fuel Costs Total: $10,000
• Estimated Initial Fixed Cost: $16,000
• Estimated Total Costs from May through November (7 months): $240,000
Additional Recharge Opportunities
The sites proposed above provide the greatest opportunities for taking additional floodwaters and recharging to the groundwater basin.
