Recommendation
Staff recommends the City Council take the following
actions:
• Certify Mitigated Negative Declaration No. 2023-33 for Annexation & Pearl Woods map, and
• Initiate proceedings on annexation with Tulare LAFCO, and
• Authorize the detachment from County Service Area 1,
and
• Authorize City Manager to enter into a Pre-Annexation Agreement btw. City and property owner(s).
