Addendum No. 01 is being issued to answer questions received pertaining to the project , to provide a Bid Bond form, and to confirm prevailing wage determinations. This addendum becomes part of the Contract Documents for the above project and must be signed and submitted with the Bid.
ITEM 1: QUESTIONS/RESPONSES
Q1. Are there soils reports available for the site?
R1. There are no soil reports for this site.
Q2. Are there any known conditions that would affect excavation/foundation work (i.e. ground water, rocky soil, sandy soil that results in caving)?
R2. There are no known ground conditions that would affect excavation.
Q3. Does this project require a labor agreement: Project Labor Agreement (PLA), Project Stabilization Agreement (PSA), Skilled and Trained Workforce, etc?
R3. Please see Page 31 of the RFB document that reads:
If a project labor agreement (the term “project labor agreement” is defined in Public Contract Code 2500(b)(1) as a pre-hire collective bargaining agreement that establishes terms and conditions of employment for a specific construction project or projects and is an agreement described in Section 158(f) of Title 29 of the United States Code) is used, then it must comply with the taxpayer protection provisions set forth in Public Contract Code section 2500(a). City of Visalia has no ordinances requiring or prohibiting such agreements.
Q4. This project requires a Bid Bond; however, the City’s bid documents do not have a blank Bid Guarantee form attached. Can you please provide me with a City of Visalia Bid Guarantee form for this project? R4. Please complete the attached forms and submit with bid:

Q5. Regarding the 30 -day turnaround time, it takes 4 -6 weeks just to fabricate shade structures, not to mention installation. Do you have this lead time built in to your timeframe? R5. We are aware of the lead time to fabricate and receive the s hade structures. The 3 0-day period is for actual construction once all equipment has been delivered for the project.
ITEM 2: UPDATED WAGE DETERMINATIONS
The wage rates were checked on October 4, 2023, and no updates to the rates were posted. However, predetermined increases as posted on the Department of Industrial Relations website shall prevail when applicable.
