Subject: Proposal for Engineering Design of the Riggin Avenue Widening Project from Roeben Street to Akers Street

Dear Mr. Senteno,

We have prepared a scope and fee for the services required to complete the proposed project design to widen Riggin Avenue from a two-lane roadway to a four-lane roadway from Roeben Street to Akers Street. We understand that much of the design for the widening has been completed through various developments and City projects. We understand that we will be compiling the existing design information with the remaining needed design information into one set of plans and bid documents that will be bid and built as a City capital improvement project.

Our understanding is that the scope of work will generally include the following improvements:

1) Gather existing designed improvements and consolidate as needed for bid package. 2) Construction Documents shall identify existing improvements, improvements to be built by others, and improvements to be constructed by the City’s capital improvement project.
3) Design remaining segments of center median
4) Design turning pockets that have not been constructed or designed. 5) Design pavement improvements that have not been constructed or designed. After the Geotech borings are completed, we will determine if using a normal street section with reclaimed AB is more beneficial for the project or if an FDR replacement type street section should be used. Our understanding is that street replacement will continue up the side streets to the curb returns of the new ramps. The existing asphalt will be removed from the streets.

6) Design frontage improvements (curb & gutter, sidewalk, landscaping, and driveways) as needed.
7) Striping & signage for full-width configuration
8) Design of drainage improvements (DI’s, laterals, and crossings) that have not yet been designed
9) Design of storm drainage main and manholes that have not yet been designed 10) Design of street lighting and electrical components (along median and behind curb & gutter)
11) Design of traffic signal at Roeben intersection
12) Design of protected intersection at Roeben intersection 13) Signal interconnect conduit along Riggin Avenue (3” conduit with pull-boxes @ 500ft). 14) Design of additional bus turnout (optional)
15) Design of median landscaping and irrigation
16) Design of protected intersection at Akers Street intersection (optional) 17) Construction assistance (optional)

The following pages will provide a breakdown of the tasks needed to complete this project.
