He also indicated that per the California Manual on Uniform Traffic Control Devices (CA MUTCD), the California Public Utilities Commission (CPUC) has the ultimate jurisdiction over crossings.

8/1/2022 Kevin Boles also responded to 4Creeks 7/27/2022 email. Kevin indicated that nothing additional at that time was required for preliminary engineering work. He also indicated a three-party agreement between the City, UPR, and SJVR would be required for construction and maintenance. The only other agreement that may be required would be in the case the low bid exceeds the budget set in the three-party agreement, and a funding amendment is needed. This would typically be through a two-party agreement between the City and SJVR.

9/7/2022 City emailed Ellis Mays signed UPR reimbursement agreement for execution.
