Annexation No. 2023-01
Staff recommends that the City Council :
➢ Receive staff presentation and staff report and take
public comments
➢ Certify Mitigated Negative Declaration No. 2024-24
➢ Initiate proceedings for Annexation No. 2023-01
with Tulare County LAFCO
➢ Authorize the detachment of the property from
County Service Area No. 1
➢ Authorize entering into Pre-Annexation Agreement

➢Request by property owners to annex
four parcels totaling 75 acres
➢Site consists of 80.61 acres with Riggin
Ave. right-of-way
➢Site will be zoned Industrial (43 ac.) &
Light Industrial (32 ac.) upon annexation
➢Concept dev’t. plan submitted in 2022
➢No formal entitlements / building permits
associated with annexation

➢Southwest corner of Shirk & Riggin
➢75-acre site currently developed w/ dairy,
residences, and vacant land
➢Site is surrounded on three sides by
development
➢Annexation to help facilitate widening of
Shirk, Riggin, and Clancy
➢Edison to construct substation on 0.5 ac.
